Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This post is located within the ICT Section (ICTS), Resource Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA).
The Information Systems Assistant (Data Architect Lead) reports directly to the Team Leader, Applications Support and Development unit, and will be under the general supervision by the Chief, ICTS.

Responsabilités

Within delegated authority, the Information Systems Assistant (Data Architect Lead) will be responsible for the following duties:

• Develop and implement an overall organizational data strategy that is in line with business processes. The strategy includes data model designs, database development standards, implementation and management of data warehouses and data lakes systems.
• Identify data sources, both internal and external, and work out a plan for data management that is aligned with organizational data strategy.
• Coordinate and collaborate with cross-functional teams, stakeholders, and vendors for the smooth functioning of the enterprise data system.
• Manage end-to-end data architecture, from selecting the platform, designing the technical architecture, and developing the application to finally testing and implementing the proposed solution.
• Plan and execute big data solutions using technologies such as Hadoop entailing the complete life-cycle management of a Hadoop Solution.
• Define and manage the flow of data and dissemination of information within the ESCWA.
• Integrate technical functionality, ensuring data accessibility, accuracy, and security.
• Conduct a continuous audit of data management system performance, refine whenever required, and report immediately any breach or loopholes to the stakeholders.
• Lead multi-cultural and multi ethnics teams of Junior data analysts and data science team into a production environment.
• Report to ICTS Chief progress and align expectations with ESCWA’s senior management through ICTS guidelines.
• Keep abreast of developments in the field; conduct research on new technologies; perform benchmarking and propose new acquisitions; assist in the implementation of new technologies.
• Provide guidance and training to new/junior staff; plan day-to-day work and supervise other staff as required.
• Perform other related duties as required.

Compétences

• PROFESSIONALISM: Knowledge of organizational information infrastructure. Proficiency in data modeling and design, including SQL development and database administration. Understanding of predictive modeling, NLP and text analysis, Machine Learning. Ability to implement common data management and reporting technologies, as well as the basics of columnar and NoSQL databases, data visualization, unstructured data, and predictive analytics. Data mining, visualization, and Machine Learning skills. Proven track of designing data warehouses and data lakes for large scale organizations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Formation

High school diploma or equivalent is required.

A first-level university degree in Information Systems Management, Software Engineering, or related field is desirable.

Job - Specific Qualification

A technical certificate in AWS and/or Azure is desirable.

A technical certificate in Prince2/PMP is desirable.

Expérience professionnelle

At least 10 years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.

At least 10 years of experience in Data analysis, Data Warehousing, Data Lakes, Data Virtualization, Data Governance is required.

At least 5 years of experience in a similar role is desirable.

Experience in the UN system is desirable.

Experience with Software processes & agile practices is desirable.

Connaissances linguistiques

English and French are the working languages of the UN Secretariat. Arabic is also a working language of ESCWA.

For this position, fluency in English is required.

Note: "Fluency" equals a rating of "fluent'' in all four areas (speak, read, write, and understand) and "Knowledge of"' equals a rating of "confident" in two of the four areas.

Méthode d'évaluation

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Evaluation of qualified candidates will include assessment(s) and a competency-based interview.

•This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
