Under the supervision of the Climate Change Coordinator for Latin America & the Caribbean, the Consultant will be in charge of optimal communication and dissemination of the GCF Readiness project.

1.- GCF Readiness project communication strategy review. The consultant will be responsible of engaging with key communication stakeholders of each of 14 countries ministries, reviewing the external consultant deliverables, attending specific need of each country, and support the creation of key communicational messages. Specifically, the consultant will:
1.1 Support the creation of key communicational messages for each 14 countries each country, including a group involving all the communication responsible, at least one per country of the selected Ministries.
1.2 Support the creation of key electric mobility communicational messages regionally. The messages must be focused on general public and non-specialized governmental staff focused on busting the myths surrounding electric mobility technology and its usage.
2.- GCF Readiness workshops and course logistic preparation. The consultant will be responsible of preparing all the logistics for the virtual events within the GCF Readiness workshops, as well as the preparation of all documentation needed for a face-to-face event. Specifically, the consultant will:
2.1 Support the preparation of virtual events and courses, including contacting the speakers, writing the abstract of the session, creating the links to streaming platforms, sending invitations, and maintaining the database.
2.2 Support the preparation of the face-to-face course, including supporting with the administrative documents for the contracting, travel plans and travel arrangements.

The consultant will be responsible for:
• Implement the communication and dissemination strategy within the GCF Readiness project.
• Create effective communication products to promote the GCF Preparedness project, and related projects.
• Update the MOVE website accordingly to the communication strategy
• Contribute and liaise with UNEP’s and countries communication teams.
• Enhance outreach and communication practices for knowledge sharing and online training.
• Address the needs of the national authorities in terms of messages and audience. .
• Work proactively with project managers, team members and participants of the GCF Readiness Regional project to identify opportunities for capturing and sharing knowledge and disseminating information about major progress and results of the GCF Readiness Regional project
• Attract and engage audiences to the community of practice, knowledge sharing tools, and trainings courses.
• Evaluate the engagement of participants of the project and the community and proposes techniques that suit the needs of the project.
• Evaluate tools and make recommendations in order to carry out an effective communication and community management strategy.

3. Outputs / Work Assignments (must be tangible and/or measurable)
Activity Product Deadline
Activity 1.1 Product 1: One (1) report with the information of the contact of the communication responsible for the 14 countries, including the key communicational messages agreed with each country team.
Activity 1.2 Product 2: One (1) report with, at least, twenty (20) key communicational messages about electric mobility for the 14 countries.
Activity 2.1 Product 3: One (1) report with the virtual events supported, including the name, abstract, speaker’s names and contacts, statistics about involvement with information about nationality, and the updated database.
Activity 2.2 Product 4: One (1) report with the face-to-face course preparation activities delivered, including course thematic, design guidelines, and participants travel plan and travel and hotel arrangement.

Duties and Responsibilities


The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP’s Office for Latin America and the Caribbean (ROLAC), located in Panama City, works closely with the 33 countries of the region.
UNEP Latin America and the Caribbean (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

According to UNEP (2019), transport has the highest fossil fuel-related emissions (15% of all regional Green House Gas (GHG) emissions in 2018) and, over the last decades, has grown faster than any other end-use energy sector. Greenhouse gas emissions from transport are expected to increase by almost 20% by 2030 and close to 50% by 2050 unless major actions are taken. According to the Climate and Clean Air Coalition (CCAC), the transport sector was responsible for 22% of total reported short-lived climate pollutants (SLCP) in Latin American countries – which has a considerable negative impact on air quality. Moreover, air pollution is the main environmental risk to health in Latin America.
According to UNEP (2018), electric mobility deployment in the region could reduce 1.4 Gigatons of Carbon Dioxide (CO2) and has the potential to save nearly US$ 85 thousand million in the period 2016-2050. Nonetheless, decarbonization of transport systems comes hand in hand with the development of sustainable and low-emission energy systems to maximize benefits and ensure large-scale deployment.

The transition to low-emission and resilient economic development is a global priority for the United Nations Environment Programme. Since 2017, the Office for Latin America and the Caribbean of UNEP launched MOVE (, a regional platform with the aim to accelerate deployment of electric mobility in the region. Since its inception, MOVE has provided capacity building, knowledge creation, technical assistance, and resource mobilization.

In 2019, UNEP was been appointed as delivery partner of the project “Advancing a regional approach to e-mobility in Latin America” (“GCF Readiness project” hereafter), financed by the Green Climate Fund (GCF) under its Readiness and Preparatory Support Programme, with the participation of 14 Latin American and Caribbean countries, namely Argentina, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico Nicaragua, Panama, Paraguay and Uruguay. The objective of the project is to create favorable conditions to generate an aggregate demand for electric mobility in Latin America and the Caribbean, allowing countries to generate a new value chain and take advantage of economies of scale, as well as access to the best available technology, through the preparation of financing proposals that could be submitted to the GCF and other international financial sources to implement electric mobility initiatives at sub-national, national, regional or global levels.

For these reasons, the Climate Change Unit of UNEP’s Office for Latin America and the Caribbean is looking for a Country engagement support consultant. This consultant will support the MOVE team with the development and maintenance of the community for the GCF Regional readiness project including community promotion, content creation, projects follow up, web analytics, digital marketing and knowledge sharing, as well as other projects linked to this community in Latin-America. He/She will be supervised by the Climate Change Coordinator for Latin America & the Caribbean and will work from home.

Qualifications/special skills

Academic Qualifications:
• A first-level degree (Bachelor’s or equivalent) in communication, public relations, international relations or related field is required. An advanced university degree (Master’s degree or equivalent) is desirable with an emphasis on social and environmental issues, mobility, urbanism, or sustainability.

• At least three (3) years of working experience in communication work (interviews, editing, social media management).
• At least one (1) year of communication experience on climate change, social or sustainability issues.
• Experience on consultant or staff management is an asset.
• Ability to develop, promote, implement, monitor and evaluate communications Policies and Strategies.
• Working experience with the UN system, international organizations, or public institutions will be an asset.
• Proven experience in report writing and developing and leading communications strategies, drafting documents, and experience in coordinating publications, content edition and proofreading.
• Proven experience on external consultant management.
• Proven experience in community management, social networks and digital strategies

• Fluency in Spanish both written and spoken. Ability to communicate in English is an asset.
