The objective of the consultancy assignment is to provide ECA with a revised programme and project management manual that aligns with the ECA reforms and the new programme approach and includes information/guidance/tools on the entirety of Programme Management to enable them to effectively manage their programmes/projects within their respective subprogrammes/Divisions.

Duties and Responsibilities

In 2017 and 2020, the Economic Commission for Africa (ECA) updated the programme/project management manual (PPMM) to replace the 2010 edition of the manual, with the aim to strengthen and professionalize the management of programmes and projects in ECA, enhance results-based programme design, planning, monitoring and reporting, and leverage on outcomes and findings from evaluations and performance audits to improve programming along the six phases of the programme management cycle.

The last edition of the manual provided an opportunity for the Commission to reflect holistically project management methodologies, tools and guidance and to ensure that ECA’s practices are aligned with international best practices and standards that encompasses all aspects of quality management, control and organization of a programme/project as articulated through methodologies such as Prince 2 or PMI.

Since then the UN has undergone a rigorous reform process of which one is the management reform “Shifting the management paradigm in the United Nations: implementing a new management architecture for improved effectiveness and strengthened accountability” and the development reform “Repositioning the United Nations development system to deliver on the 2030 Agenda: ensuring a better future for all”.

ECA has positioned itself focusing on the following five strategic directions:
1. Advancing the position of the Commission as a premier knowledge institution that builds on its unique position and privilege to foster local responses and adapt global solutions to the continent’s problems
2. Developing macroeconomic and structural policy options to accelerate economic diversification and job creation for the transformation of Africa;
3. Designing and implementing innovative financing models for the development of human, physical and social infrastructure assets;
4. Supporting ideas and actions to foster deeper regional integration, and the development of regional public goods, with a focus on peace, security and social inclusion; and
5. Advocating for the common position for Africa at the global level and developing regional responses as a contribution to global governance issues

In supporting realization of the Commission’s vision, mission and strategic directions, and in line with the ongoing reforms, the Commission has introduced a new programme approach, which aims at enhancing coherent and integrated approaches, through joint programme/project designing, planning and delivery The programme approach, when fully implemented, will contribute to improving programmatic interlinkages, coordination and optimal use of limited resources for more impactful contributions to national and regional priorities.

Against this backdrop, ECA is looking for a qualified and experienced consultant to revise and update, and finalize the Programme and Project Management Manual in line with the ECA reforms and the new programme approach. The purpose of this Terms of Reference is to define the scope of the assignment, outline expected deliverables, timelines and to invite expressions of interest to undertake the consultancy assignment advertised.

The consultancy assignment is located in the Strategic Planning, Oversight and Results Division (SPORD) of the United Nations Economic Commission for Africa (UNECA). Under the direct and overall supervision of the Director of SPORD, the consultant will work closely with the Chief of Corporate Policy and Planning Section (CPPS).

Specific tasks of the consultancy assignment are as follows:

a. Review and updates of the past versions of the manual based on feedback provided by SPORD on the last available version of the manual and relevant current documentation including Proposed Programme Budgets, projects funded under the Development Account (DA), the Regular Programme on Technical Cooperation (RPTC), donors funded projects to be also provided by SPORD as well as UN website based financial rules, regulations and procedures, and related online applications in consultation with staff with access to them (Strategic Management and Application –SMA; Integrated Planning, Management and Reporting solution into Umoja; other Umoja relevant applications).

b. Individual and group consultations with ECA programme/project staff (including SPORD staff from Planning section, Monitoring, Reporting and Evaluation section, System wide coherence and Quality assurance section; the Budget Section and the Partnership and Resource Mobilization Section) and Project Management Officers to better understand current responsibilities, and challenges. SPORD will facilitate these consultations through emails and on-line meetings on MS Teams.

c. Build on training sessions on Results Based Management recently convened by the Human Resources and SPORD, in consultation with the Office of Human Resources.

d. Incorporate risk management in consultation with the ECA risk management officer, gender mainstreaming in consultation with the Gender, Poverty and Social Policy Division, disability inclusion (SPORD and GPSD), work around the Regional Collaborative Platform (in support to the implementation of NEPAD work at SPORD). SPORD will facilitate these consultations through emails and on-line meetings on MS Teams.

e. Produce a user-friendly single and concise (a maximum of 60 pages) PPMM document including a glossary of operational definitions and key terms, annexes/fact sheets, to be used by programme/project staff and PMOs on a daily basis. The soft copy of the document could further include in-built hyperlinks as well as graphics as discussed and agreed with SPORD.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in Management, Business Administration, Organizational Development and Change or any other related field. A first-level university degree with combination of two years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in strategic planning is an advantage.

Experience: A minimum of 10 years of work experience in programme management, administration or related area, is required. Experience in programme development, implementation, monitoring and evaluation, capacity development and administration is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required and Knowledge of the other is an advantage. Knowledge of another UN Official language is an asset.

Skills: Sound understanding of the UN Secretariat, with particular reference to UN financial Rules and Regulations. Sound knowledge of ECA’s vision and programme of work. Some understanding of trust find/grant management in the context of the UN Secretariat would be an advantage. Sound understanding of best practice and international standards in programme/project management i.e. Prince2 PMI etc. Basic knowledge of SAP based ERPs would be an advantage. Sound understanding of programme/management guidance strategies and policies of major bilateral and multilateral agencies and relevant experience in working with such partners. Excellent interpersonal and management skills; proven ability and experience in efficient planning and execution of tasks; and high level of initiative. Experience and skills in group facilitation and/or teaching.
