Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This post is located within the ICT Section (ICTS), Resource Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA).
The Information Systems Assistant (Lead Full Stack Web Developer) reports directly to the Team Leader, Applications Support and Development unit, and will be under the general supervision by the Chief, ICTS.

Responsabilités

Within delegated authority, the Information Systems Assistant (Lead Full Stack Web Developer) will be responsible for the following duties:

• Lead development team and perform hands-on development, customization, test and implementation tasks for customized applications and web content management systems following best practices and standards.
• Act as a key member of agile sprint team for sprint planning and backlog management of technical solution. Implement the major aspects of the sprints per the defined functionality for the site with attention to detail and support through the testing and deployment.
• Perform functional and technical analysis, timeline analysis, and interface definition to translate stakeholders’ requirements into software specifications and user stories.
• Develop new or revise existing web content management tools and systems as requested by business stakeholders.
• Contribute to software development projects for new tools and systems and updates of legacy tools and systems including needs assessment, project management, assuring compatibility with the existing platform, standards, guidelines, and procedures for the environment.
• Ensure application, data security and consistency of online websites.
• Track and monitor issues, providing solutions in a timely manner.
• Administer Version control systems like Git and GitHub.
• Run and analyze QA tests (e.g., unit tests, acceptance tests, regression tests).
• Create and maintain standards for back-end and front-end web design, development and deployment activities including best practices for testing, page architecture, to ensure a scalable, extensible, and high performing web site.
• Prepare application and software technical documentation, update procedures and processes as necessary.
• Document best practices for source and version control, issue tracking, project management, and software interoperability.
• Measure and periodically report on key performance indicators identified for the function.
• Monitor and analyze key indicators and statistics of the relevant sites. Record statistics and periodically produce a report on findings.
• Report to ICTS Chief progress and align expectations with ESCWA’s senior management through ICTS guidelines
• Keep abreast of developments in the field; conduct research on new technologies; perform benchmarking and propose new acquisitions; assist in the implementation of new technologies.
• Perform other related duties as required.

Formation

High school diploma or equivalent is required.

A first-level university degree in Information Systems Management, Software Engineering, or related field is desirable.

Expérience professionnelle

A minimum of 10 years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.

A minimum of 10 years of hands-on development experience in developing Customized Web applications and web content management system/application is required.

Experience in .NET, HTML, CSS, jQuery/JavaScript, API Development with either a Front-End focus or Backend focus is desirable.

Experience in Python and React is desirable.

Experience in Mobile development technologies is desirable.

Experience in Ruby, NodeJS is desirable.

Experience in the UN system is desirable.

Connaissances linguistiques

English and French are the working languages of the UN Secretariat. Arabic is also a working language of ESCWA.

For this position, fluency in English is required.

Note: "Fluency" equals a rating of "fluent'' in all four areas (speak, read, write, and understand) and "Knowledge of"' equals a rating of "confident" in two of the four areas.

Méthode d'évaluation

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Evaluation of qualified candidates will include assessment(s) and a competency-based interview.

•This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
