Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This post is located within the ICT Section (ICTS), Resource Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA).
The Information Systems Assistant (Full Stack Web Developer) reports directly to the Team Leader, Applications Support and Development unit, and will be under the general supervision by the Chief, ICTS.

Responsabilités

Within delegated authority, the Information Systems Assistant (Full Stack Web Developer) will be responsible for the following duties:

• Designs, develops, maintains and implements new and existing web applications based on user requirements including the addition of new features and functionality, supporting and guiding the web application’s architecture, ensuring high-performance and availability, and managing all technical aspects of various web-based applications.
• Coordinates with Individual contractors undertaking web-based projects, making sure they have the relevant support in undertaking their assignments in coordination with the team leader;
• Installs and configures development environment with relevant tools and hardware according to requirements’ specifications;
• Creates UI/UX designs in line with ESCWA design guidelines and leads the implementation of the look, layout, and feel of web products in an intuitive, user-friendly style and designs collaterals, including front-end and back-end development and site theming, content and design elements ‘creation;
• Provides project and technical support throughout the web development process for multiple web development projects
• Prepares technical and user documentation including the production of training materials;
• Maintains websites and applications, performs ongoing reviews with users and developers and responds to change requests, providing operational support and maintenance;
• Ensures web security by applying patches, performs regular backups and recovery whenever necessary while maintaining data integrity;
• Maintains regular contact with users and technical staff in the continuous improvement of services and upgrade of products where necessary;
• Conducts research on new technologies as requested; keeps abreast of developments in the field; assists in testing and evaluating new products and technologies;
• Performs other related duties as required.

Compétences

Formation

High school diploma or equivalent is required.

Expérience professionnelle

Seven (7) years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.

Ability to design custom-tailored web applications using technologies such as .Net/ASP.net and/or Drupal solutions including the development of advanced data-driven applications with data visualization and analytics features and functionalities based on a well-designed information and technical architecture is desirable.

Extensive experience and fluency in building responsive data-driven websites using Drupal CMS, PHP, HTML/HTML5, CSS/CSS3, ASP.Net, .Net Core, NodeJS, React, and JavaScript/jQuery/AJAX/JSON to support advanced features and have consistent style across platforms and browsers is desirable.

An understanding of the entire web development process, including design, development and deployment, with independent-level front-end and back-end knowledge is desirable.

Good knowledge of scripting (Pl/SQL), Database management skills (MSSQL, MySQL, PostgreSQL, MongoDB, etc.), web server management skills (Apache, IIS) and UI/UX design/aesthetics (understanding element arrangements on the screen, the color and font choices, and so on) is desirable.

A strong understanding of industry trends, latest web development standards and technologies, as well as the latest modules for well-known content management systems is desirable.

Experience with responsive and adaptive design is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in English is required. Fluency in Arabic is desirable.

Note: "Fluency" equals a rating of "fluent" in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Méthode d'évaluation

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines.

Evaluation of qualified candidates will include assessment(s) and a competency-based interview.

•This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
