Duties and Responsibilities

The Expert will act as a Lead Instructor for the Republic of Maldives for the delivery of Maritime Law Enforcement (MLE) training courses approved by UNODC’s Global Maritime Crime Programme. The objective of this assignment is to provide VBSS Boarding Teams (BT) training courses and VBSS Instructor Courses for the Maldivian and Pakistan students in Maldives. The expert will deliver VBSS Course for BT to ensure that MLE personnel have the required knowledge, skills, and abilities to successfully carry out duties in their assigned areas of jurisdiction to successfully execute safe and legally sound operations that are in compliance with national and international maritime laws. The expert will also provide VBSS Instructor Courses to MLE officers with comprehensive knowledge and understanding of the instructional techniques required to deliver a safe, well planned and well executed two-week VBSS course. In addition, the Consultant will deliver Basic Seamanship Course which will provide MLE officers with skills, techniques and procedures needed to effectively conduct enforcement operations while on board a patrol vessel. While the expert will provide all participants with comprehensive guidance on the techniques and fundamentals of a pierside vessel search, PVST Instructor course will provide instructional techniques on how to conduct a PVST course.

Qualifications/special skills

Academic Qualifications: • An advanced university degree (Master’s degree or equivalent) in policing with an adequate focus on international maritime affairs, international security policy, criminal justice and/or law enforcement is required.
A first level university degree or equivalent academic education, professional training in the military field with certification from a recognised international/national navy, customs or other staff training institution with specialisation in criminal justice, crime prevention, criminal investigation, law enforcement and/or other related areas, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
Experience: • At least 7 years’ experience as a Navy officer, member of a defense force, or a maritime security organization, with maritime law enforcement experience is required.
• Experience maritime warfare and law enforcement roles is required.
• Experience as a Navy/defense forces trainer is required.
• Experience of training in an international environment with experience training maritime law enforcement officers in post conflict environment is required.
• Basic IT skills required.
• A broad understanding of the maritime situation in the Horn of Africa and in the Indian Ocean is desirable.
Language: • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
