Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United
Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in the Information and Communications Technology Section (ICTS) of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The incumbent will report directly to the Chief of ICTS.

ESCWA is searching for an experienced Econometrician and/or Data Scientist to act as a substantive advisor for IT data solutions projects related to the development of substantive/research and/or data-centered digital solutions. The successful candidate will also be expected to manage some high-level data solutions projects assigned to them by the Chief of ICTS. In keeping with this overarching aim, the Data Scientist will be required to coordinate with substantive clusters on their technological needs to develop portals, interactive tools, and digital solutions to meet their needs and ensure that the final products delivered by these projects are meaningful from a substantive point of view. The Data Scientist will outline work requirements, assign tasks to junior staff, and monitor performance within the team. The Data Scientist will also harness their mastery of Data Science to consult on various aspects of these and other relevant projects.

Responsabilités

Within delegated authority, the Data Scientist will be responsible for the following duties:

• Liaise with substantive clusters to interpret, apply and, as necessary, translate econometric models and other economic and social models to computing code designs to maintain and validate the results relating to determination of trends, patterns, relationships, and analysis on the effects of alternative policies and assumptions as per the original econometric/economic/social models;
• Designing and working with IT data engineers and data analysts on building data products, such as intelligent visualizations, data models, big data solutions, and/or AI/ML algorithms for initial simulations or prototypes and subsequent ingestion into mainstream software applications;
• Reviews various data sources and data quality issues for relevant data-driven projects on economic and social portals with the aim of validating relevance of data sources and automating the data pipeline for all data pipes in the portal;
• Formulating, suggesting, and managing select IT data-driven projects which are geared at furthering the ESCWA’s substantive interests;
• Working with data engineers to collate and clean data from various entities leveraging ETL capabilities for later use by Data Scientists and other data stakeholders/users;
• Cross-validating models to ensure their generalizability and suitability for transformation into useable form in portals built by the Section;
• Producing and disseminating non-technical reports that detail the successes and limitations of each project from a substantive and technical perspective.
• Performs other duties as assigned.

Compétences

Excellent knowledge of statistical and computational methods, such as clustering, classification, correlation, dimension reduction, forecasting, machine learning, detecting outliers, and regression. Formation

Advanced university degree (Master’s degree or equivalent) in Econometrics/Economics, Data Science, Computer Science, Information Management, Statistics, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of experience in economics/econometrics, statistics, data science, data analytics, applied mathematics, information management or related area is required.

A minimum of five years of experience with econometric and economic modeling software i.e. STATA, eViews, GAMS, etc. is desirable.

Experience with the development of digital economic portals/products aimed at supporting national and international policy making is desirable.

Experience is the use of technologies supporting data science solutions relevant to economic and social issues is desirable.

Experience in devising and overseeing data-centered projects is desirable.

Experience in managing, supervising and mentoring staff is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is working language at ESCWA. For the position advertised, fluency in English is required; knowledge of another UN official language is desirable.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
