Result of Service

The regional consultant will undertake TMEA project activities at regional and national level, to expedite the implementation of the WTO Trade Facilitation Agreement in the EAC countries and support the EC Secretariat in coordinating and supervising the implementation by its partner states.

Duties and Responsibilities

This assignment falls under the United Nations Conference on Trade and Development (UNCTAD) project to support developing countries’ effective ratification and implementation of the WTO Trade Facilitation Agreement (TFA). The project is financed by Trade Mark East Africa (TMEA) and implemented by UNCTAD at national, regional and inter-regional levels.

UNCTAD is assisting the East African Community (EAC) at national and regional levels pursuing the two objectives of i) advancing the regional integration process and ii) facilitating trade with strong coordination and consultation mechanisms through the implementation of the Reform Tracker.

The consultant will lead the two above mentioned objectives in the EAC and more specifically at regional level, the consultant will undertake the following activities:

1. Provide ad hoc expert support to the EAC trade facilitation sub-committee in order to strengthen TFA monitoring mechanisms through the implementation of the Reform Tracker;
2. Organize the delivery of one executive course to the EAC Secretariat and the East African Business Council on TFA and its implications to the EAC Protocols in view of preparing the exit strategy for the TF support in the region.

At National level, the consultant will undertake the following activities:
1. Supervise the implementation process of the WTO TFA by the EAC National Trade Facilitation Committees.
2. Plan and coordinate the roll-out of the Reform Tracker and assist the national consultants, if needed.

The consultant will be the main focal point of the project in the EAC region:
1. Liaise with donors in country offices, counterparts in the different ministries and border agencies, EAC Secretariat and other regional secretariats (e.g. SADC) and training centers.
2. Explore opportunities for inter-agency collaboration, develop synergies for implementing project activities and initiate collaboration with other cooperation agencies and donors for future cooperation.

Qualifications/special skills

Academic Qualifications: Advanced university degree, Masters, in economics, law or development, with specialization in international trade, customs and/or transport.
Experience: A least 10 years of relevant experience with 7 years of relevant work experience within East Africa context. Experience in international trade, customs and/or transport, and working with developing countries is required. Good knowledge of the WTO Trade Facilitation Agreement and the National Trade Facilitation Committees (NTFCs) is an advantage.
Language: Fluency in English and French oral and written is required
