Cadre organisationnel

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United
Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in the Information and Communications Technology Section (ICTS) of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org ). The incumbent will lead the newly formed Data Solutions Team within the section and report directly to the Chief of ICTS.

The focus of this position is to lead the data solutions team and support effective data management at ESCWA. This includes building, managing, and optimizing data pipelines, solutions, projects, and architectures to support the production of innovative data solutions and analytics, in compliance with data governance, protection, privacy and security requirements. Data Engineers closely support the work of data analysts and data scientists within the section and across the organization.

Responsabilités

Within limits of delegated authority, the Information Systems Officer - Data Engineer will be responsible for the following duties:

• Manage projects relating to the development of innovative data solutions including optimal extraction, transformation, and loading of data from a wide variety of sources into data pipelines, as well as the creation and maintenance of data catalogues and architectures.
• Manage projects relating to the modernization of ESCWA’s data ecosystem using cloud and locally hosted solutions.
• Design and develop solutions for data-related technical problems and data infrastructure needs surfaced by Executive, Analytics and Design teams.
• Develop dashboards with self-service analytics using industry standard technologies and best practices.
• Manage the identification, design, and implementation of internal process improvements i.e.: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability and more innovative digital data solution creation and management.
• Deploy resources to extract data features from complex datasets for data scientists and data analysts.
• Performing data mining and extraction of large amounts of data.
• Manage the implementation of changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements.
• Leverage a variety of input sources (e.g., databases, flat files, vendor API's, DaaS (Data as a Service), custom applications) to populate business intelligence solutions that drive better decision-making and prioritization within the organization and to Member States.
• Develop training materials, operating and user manuals; train staff in assigned systems.
• Provide guidance to, and may supervise, new/junior staff, consultants, etc.
• Perform any other duties as assigned by the Chief of ICTS.

Compétences

• Professionalism: Knowledge of data analysis life cycle from ingest and wrangling to analysis and visualization to present findings. Knowledge of best practices and IT operations in an always-up, always-available service. Knowledge of Agile Software Development methodologies. Strong analytic skills related to working with unstructured datasets. Ability in managing and communicating data warehouse plans to internal clients. Excellent problem solving and troubleshooting skills. Working knowledge of message queuing, stream processing, and highly scalable ‘big data’ data stores. Formation

Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in data management, integration, modeling, optimization, and other relevant areas is required.

A minimum of five years of experience in designing data integration and pipeline architectures, which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific APIs, is desirable.

A minimum of five years of experience developing well-organized and insightful reports, dashboards, data mining, and other forms of data visualizations and data manipulation languages and tools (e.g., using Python, SQL, R, PowerBI, etc.) in support of strategic, tactical, and operational business decisions and special purposes uses is desirable.

Experience with distributed systems and cloud services platform with an ecosystem of data integration/quality control (e.g. ETL), data storage, processing, and visualization tools is desirable.

A minimum of two years of experience in DevOps tool chains consisting of tools like Git, Jenkins, or Bamboo – or equivalent tools - and experience with the deployment of data pipelines is desirable.

A minimum of two years of experience in Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data for economic, social, or other relevant big data use cases is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this post, fluency in English is required. Knowledge of another official language is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
