Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

This temporary position is located in the Director’s Office of the UN Office for Disaster Risk Reduction. The Programme Management Officer reports to the Senior Coordinator of the Midterm Review of the Implementation of the Sendai Framework (MTR SF). The focus of this job is the implementation of the MTR SF, monitoring and evaluation of activities, operations, information collation, analysis and report drafting, and other activities in an assigned functional area.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Identifies and leverages existing events/processes for expanded consultations and review, including other global stock taking and review exercises.
• Researches, synthesizes, analyzes and presents information gathered from submissions to the MTR SF and other sources.
• Assists in articulating policy recommendations, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Supports research and survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, talking points, briefings, correspondence, etc.
• Provides substantive support to/participation in consultative and other meetings, conferences, interviews, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Liaises with officials of governments, representatives of national, regional and global organizations, the private sector and representatives of non-State stakeholders including organizations of the UN system, etc. on issues related to the implementation of the MTR SF, and provides advice on a range of related matters.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Represents the organisation at international and other meetings; participates in working groups, meetings, conferences, consultations with other agencies and partners on social and economic development related matters.
• Provides support to intergovernmental processes dealing with risk reduction by: preparing inputs for reports / processes of intergovernmental bodies; following intergovernmental meetings and preparing summary reports; preparing inputs to statements by members of the bureau and Secretariat staff to such meetings; assisting in the organization of panels, round tables, etc. on risk reduction and resilience.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, funding proposals, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Provides guidance to, and may supervise, consultants or grantees.
• Performs other duties as required.

Work implies frequent interaction with the following:
Counterparts (public and private sector entities and stakeholders from all UN Major Groups), senior officers and technical staff in relevant UNDRR and UN Secretariat units and in UN funds, programs and other UN specialized agencies.
Representatives and officials in national governments, international organizations, consultants

Results Expected:
Develops, implements, monitors and evaluates assigned projects of the MTR SF. Provides thorough, well reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc. Develops and maintains effective working relationships. Promulgate coherent policy and implementation modality recommendations, and ownership thereof by partners. Efficient use of resources.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social science, sustainable development or a related field is required. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in disaster or climate risk reduction, resilience building and/or public governance at international level or other relevant fields is desirable.

Experience in analyzing data and report writing is desirable.

Experience in strategic policy analysis & drafting policy guidance is desirable.

Experience in conducting consultation processes, information analysis and report writing is desirable.

Experience of global guidance documents and frameworks relevant to sustainable development, disaster risk reduction, climate change, and resilience is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for an initial period of 364 days with a possibility of extension.

Staff members are subject to the authority of the Secretary-General and to assignment by him. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
