Cadre organisationnel

The UNCTAD technical cooperation project "Development of the next generation of the ASYCUDA software" (ASYCUDA Millennium Project) is a response of the UN Secretariat and UNCTAD to the needs of Members States, particularly LDCs, LLDSs and SIDS, and the rapidly evolving ICT and interconnectivity of stakeholders in international trade. It aims to develop the next version of the ASYCUDA software, using the latest open-source technologies.

This position responds to UNCTAD's mandated activities under the ASYCUDA programme. The objective of this programme is to support the reform and digitization efforts of UNCTAD's membership's customs administrations and other regulatory agencies. In this context UNCTAD will develop the next generation of the ASYCUDA software, based on the latest applicable standards and best practices.

The Change Management Project Officer will lead a team and will work closely with the Software Framework Development team leader and the Trade Facilitation Officer. S/he will report to the Chief of the ASYCUDA Programme.

Responsabilités

Within delegated authority, the incumbent shall be responsible for the following main tasks of the ASYCUDA Millennium Project:

Strategic Planning
(a) Define and orient the change management strategy for the implementation in ASYCUDA of the next generation software; oversee the preparations and updating of the workplan for change management activities as required;
(b) Coordinate and supervise change management activities of the Programme for staff, experts and consultants working as part of the technical assistance team.

Communication and Coordination
(a) Implement the Project activities in accordance with international standards and best practices in the trade facilitation and transport sector and taking into consideration requirements at national level;
(b) Organize and provide expertise and assistance in the delivery of training, workshops, conferences, exhibitions and outreach activities;
(c) Advocate and promote ASYCUDA awareness sessions for National Customs Services (NCS), other relevant governmental agencies and for the trade community; participate in communication and media activities, as appropriate;
(d) Liaise with other UN agencies and other governmental agencies by providing advice to stakeholders on functional and/ or technical aspects of ASYCUDA system and on project implementation and monitoring and evaluation aspects, with the view to ensure full integration into the overall operational ASYCUDA environment;
(e) Participate in meetings of within and outside of the UN on matters such as security, safety, or implementation of inter-agency frameworks, as appropriate.

Reporting and monitoring
(a) Ensure timely production and submission of progress reports of the ASYCUDA Millennium Project; contribute to preparation of logical frameworks, budgetary and monitoring documents as needed;
(b) Establish a monitoring tool on all aspects of the project delivery, including inter alia, assignation of tasks and delivery dates; establish a filing and archiving of decisions, technical aspects, etc. as relevant, and;
(c) Participate in the Project Steering Committee (PSC) or similar body, organizing project review and/or evaluation meetings; preparing background documents, briefs, issues papers, progress reports for the PSC meetings and for donor reporting; following up of PSC decisions and recommendations;
(d) Ensure that the outputs produced by the team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the team under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates;
(e) Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Project.

Resource Management
(a) Plan and manage the activities undertaken by the team;
(b) Manage and supervise resources required for the ASYCUDA Millennium Project and carries out the work programme of the team under his/her responsibility in accordance with UN Financial Rules and Regulations, and;
(c) Foster teamwork and communication among staff of the Project and with the larger ASYCUDA team.

Formation

Advanced university degree (Master's degree or equivalent) in Business Administration, Management, Economics, or in an Engineering related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in project or programme management is required.

Experience in change management processes is desirable.

Experience with the automation of procedures is desirable.

Experience in the organization and delivery of training courses or other capacity building activities to governmental authorities is desirable.

Experience acquired while working in a developing country is desirable.

Experience in the UN or other similar international organization is desirable.

Connaissances linguistiques

For this position, fluency in English is required. Fluency in French is desirable. Knowledge of another UN language is also desirable.

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Notice spéciale

The position is temporarily available for initial period of six (6) months, starting in January 2022 with a possibility for extension provided continuation of the project, good performance and availability of resources.

Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013..." Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
