Result of Service

The key deliverables for this consultancy assignment, to be delivered in partnership with the Partnerships Branch of UNDRR, are as follows:

• Comprehensive data management system and streamlined processes for the effective management of ARISE available by 28 February.
• Standard Operating procedures available, endorsed by the ARISE Focal Points Group and approved by the Chief of the Partnerships Branch by 28 February 2022.
• Due diligence process up to date with all members reflected on the ARISE website and Preventionweb listserv by 31 March 2022.
• ARISE Annual Report 2021 published by 31 March 2022.

Work Location

Home-based.

Expected duration

Three months from 01 January to 31 March 2022.
An extension of the contract to support the implementation of the next phase of the project is possible, pending funding availability.

Duties and Responsibilities

Org. Setting

UNDRR was established in 1999 as a dedicated secretariat to facilitate the implementation of the International Strategy for Disaster Reduction (ISDR). It is mandated by the United Nations General Assembly resolution (56/195), to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio‐economic and humanitarian fields. Upon the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 by all UN member states in March 2015, UNDRR was tasked by the UN General Assembly to support the implementation, follow-up and review of the Framework. As a part of its normative mandate, UNDRR is supporting countries, in particular in least developed and small island countries, in the development, implementation and monitoring of progress of national and local disaster risk reduction strategies. UNDRR thereby focuses particularly on ensuring a comprehensive and inclusive approach to disaster risk reduction, in raising awareness and engaging representatives of all relevant stakeholder groups in the strategy discussions.

Background and Context

Economic growth and community well-being are directly impacted by disasters. As key members of communities and drivers of growth, private sector companies have an important role to play in reducing disaster risk. As threats to communities and economic livelihoods increase, the private sector continues to grow its understanding of where to adapt and respond. To drive change and leadership from the business community, ARISE was started by UNDRR in 2015 to support the private sector to become a key partner in reducing disaster risk. It has grown to over 400 members and over 20 networks across the world. There is incredible energy and appetite to grow ARISE and to equip it to effect change in how the private sector invests in a risk-informed sustainable future.

The consultancy is focused on support to a number of concrete ARISE deliverables required in the first three months of 2022.

Responsibilities

Reporting to the head of the Partnerships and Stakeholder Engagement Unit the consultant will be required to perform the following tasks:

1. Draft the ARISE Annual Report 2021.
2. Create a comprehensive data management system and streamline processes for the effective management of ARISE, including:
• Development of UNDRR ARISE standard operating procedures.
• Re-organizing the organizational folder management system for ARISE to allow for the global UNDRR ARISE team to collaborate more effectively across the organization.
• Updating of member/network information.
• Develop quick reference cards for ARISE Content management.
3. Undertake due diligence process for new members and update documentation for existing members including updating of masterlists and record filing.
4. Provide ad hoc support to other UNDRR partner and stakeholder meetings, webinars and events in particular with view to ARISE engagement at the Global Platform 2022.

Qualifications/special skills

Academic Qualifications: An advanced university degree in economic development, financing, disaster risk reduction, climate change adaptation, business management, international economic development, or a related field together with relevant qualifying experience is required. A first-level university degree in combination with a minimum of 2 years additional qualifying experience may be accepted in lieu of the advanced university degree.
Experience: - A minimum of 7 years of demonstrated experience and project references in the area of disaster risk reduction, sustainable development, climate change, financing, economic development or business administration or a related field is required;
- Experience in the financial sector is desirable;
- Expertise in conducting research and analysis, programmes and project development and management, partnership development or a related area is required;
- Expertise in organizing and managing meetings, consultations, and other events, in the private and public sphere is required.
Language: Fluency in English is required.
