Cadre organisationnel

The UNCTAD technical cooperation project "Development of the next generation of the ASYCUDA software" (ASYCUDA Millennium Project) is a response of the UN Secretariat and UNCTAD to the needs of Members States, particularly LDCs, LLDSs and SIDS, and to the rapidly evolving ICT and interconnectivity of stakeholders in international trade. It aims to develop the next version of the ASYCUDA software, using the latest open-source technologies.

This position responds to UNCTAD's mandated activities under the ASYCUDA programme. The objective of this programme is to support the reform and digitization efforts of UNCTAD's membership's customs administrations and other regulatory agencies. In this context UNCTAD will develop the next generation of the ASYCUDA software, based on the latest applicable standards and best practices.

The Information Systems Officer will lead a team of developers and will work closely with the Change Management and Trade Facilitation Officers. S/he will report to the Chief of the ASYCUDA Programme.

Responsabilités

Within delegated authority, the incumbent shall be responsible for the following main tasks:

Software Framework Development
(a) Lead a team in the formulation of system requirement specifications (SRS) with a view to define the framework scope;
(b) Assist the team in developing the Software Framework based on the agreed SRS for the ASYCUDA next generation version;
(c) Coordinate team members and necessary activities for the development of the Software Framework.

Communication and Coordination
(a) Maintain high level consultations with governmental agencies'/organizations' ICT on the interoperability and the technical implications of the ASYCUDA next generation software in other infrastructure and platforms (e.g. port and airport authorities, express couriers);
(b) Map and document the interoperability framework for the new software; guide the development team on the resolution of interoperability issues and of technical implications for the ASYCUDA next generation software;
(c) Maintain close coordination with the Change Management team.

Monitoring and Reporting
(a) Monitor progress of Software Framework Development and ensure that the outputs produced by the development team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the development team under his/her supervision meet required standards before completion;
(b) Prepare regular technical Project Progress Reports relating to the Software Development Framework.

Management
(a) Plan and manage the activities undertaken by the development team;
(b) Manage, guide, develop and train staff under his/her supervision;
(c) Ensures appropriate allocation of resources and provides feedback to team members including in respect of performance;
(d) Foster teamwork and communication among staff in the immediate team and with the larger ASYCUDA team;
(e) Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the project.

Formation

Advanced university degree (Master's degree or equivalent degree) in computer science, telecommunications or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in leading ICT systems analysis and design, installation, configuration, testing, piloting, rollout, administration and maintenance or related field is required.

Experience participating in the organization and delivery of ICT training courses within governmental agencies is desirable.

Experience with assignments in developing countries and/or transition economies within an international organization is desirable.

Experience participating in the development of software for the automation of custom procedures, particularly at the national level is desirable.

Connaissances linguistiques

For the post advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another UN official language is also desirable.

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Notice spéciale

The position is temporarily available for initial period of six (6) months, starting in January 2022 with a possibility for extension provided continuation of the project, good performance and availability of resources.

Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013..." Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
