Cadre organisationnel

This position is located in the Office of the Director, Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Change and Project Management Officer will report to the Director, BTAD. The focus of this job is the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.

Responsabilités

Within delegated authority, the Change and Project Management Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Change and Project Management Officers.)

• Supports the leadership of, and contributes to, specific major activities within the Business Transformation and Project Management Section of the Business Transformation and Accountability Division (BTAD).
• Assists in ensuring that the UN Secretariat’s business model is aligned with evolving mandates and changing operational environments.
• Supports the continual refinement of business strategy based on anticipated client needs.
• Monitors new trends, keeps abreast of industry best practices and proactively identifies opportunities to innovate.
• Supports project management of major transformation projects.
• Assists in project and change management training and guidance and supports departments/offices/missions in structural or process changes arising from new mandates.
• Ensures that transformation projects are designed, consulted, communicated and implemented according to best practices in change management.
• Supports effective project management by capturing and documenting the project scope and business requirements, specifying deliverables, estimating resources and timelines and monitoring progress against the project plan.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources; Designs and implements data views, dashboards and visualization products to meet the requirements of clients.
• Undertakes survey initiatives; assists with designs of data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Prepares various written outputs, e.g. background papers, analytical notes, substantial sections of reports and studies, inputs to publications, etc.
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of background documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Participates in field missions, and drafting of mission summaries, etc.
• Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

• PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

Advanced university degree (Master’s degree or equivalent) in business administration, management, information technology, computer science or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in project management, change management, or related area is required.

A minimum of two years of experience with data warehouse, data analytics, reports, and dashboard design and development is required.

Experience in business analysis and working on design/development and deployment of key performance indicators dashboards is desirable.

Experience working in an international environment is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

• This position is financed from extrabudgetary funds and is temporarily available until 30 November 2022, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
