Result of Service

The objective of the consultancy assignment is to provide coordination support for ECA’s key publications such as Economic Report on Africa, Publication of the Journal of African Transformation, and support to other strategic initiatives/ flagship projects.

The assignment will be carried out for nine months, starting from when the contract is signed by the Consultant or mutually agreed between ECA and the Consultant. Contract period: 15 February to 14 November 2022.

Duties and Responsibilities

The Economic Commission for Africa (ECA) is one of the five regional commissions of the United Nations mandated to promote inclusive and sustainable economic and social development of Africa. ECA’s vision is framed around generating ideas for Africa’s prosperity and is encapsulated in its motto: ideas for a prosperous Africa. Its overall objective is to promote inclusive and sustainable development in support of accelerating the economic diversification and structural transformation of Africa, in line with the 2030 Agenda for Sustainable Development and Agenda 2063: The Africa We Want. ECA’s contribution to the task of carrying forward the 2030 Agenda and Agenda 2063 is centred on the Commission’s three core functions, namely, its convening function, its function as a think tank and its operational function. ECA’s think-tank function is centred on conducting multi-sectoral research and analysis that nurture the integration of the three pillars of sustainable development, and promoting peer learning, innovative thinking and the advocacy of public policies while fostering inter-sectoral linkages and synergies.

In line with its think tank function, ECA has been engaged in producing cutting edge policy researches and flagship publications on Africa’s development issues, which support policy formulation, decision making and the development agenda in Continent. Some of ECA’s notable publications include the Economic Report on Africa (ERA) and the ECA Journal of African Transformation. The ERA is ECA’s flagship publication that analyses key policy development issues on the continent and proffer policy options and interventions for African member-states. Issues of industrial policy and industrialization, industrialization through trade, value chains, innovative financing, etc. have been addressed by the report. The ECA Journal of African Transformation fills a major void in knowledge production by providing a platform for African academics, professionals, researchers, and scholars especially young ones, to disseminate and share the results of their research findings to a wide audience including political leaders, policy makers and development institutions aimed at assisting member-states in promoting socio-economic development.

To this end, ECA is seeking to contract a suitably qualified and experienced consultant to provide coordination support to the above two projects and other related projects in facilitating the socio-economic transformation and development of Africa. The consultant will support the process of producing the ERA 2021 and also coordinate and manage the publication of the ECA Journal of African Transformation in terms of soliciting manuscripts, facilitating reviews, coordinating with the Editor-in-Chief, authors and reviewers; and publishing two editions of the Journal.

Under the direct and overall supervision of the Director of the Strategic Planning, Oversight and Results Division, the consultant will undertake the following tasks;

a) Economic Report on Africa
The Consultant will provide coordination support in the production of the ERA. The intellectual content of the report will be led and driven by ECA but the Consultant will support the coordination, administrative and dissemination of the report and liaise with the various divisions in the preparation of the report, consult with relevant partners and ensure appropriate outreach. Specifically, the Consultant will undertake the following;
• Support the preparatory work on the production of the ERA including the preparation of concept note and other background analytical notes;
• Liaise with relevant divisions of ECA that will provide different inputs and parts of the report;
• Liaise with resource persons that may support the preparation of the report;
• Undertake the coordination of the production of the report with inputs from relevant divisions;
• Liaise with partners and key stakeholders on the report;
• Support the outreach and dissemination of the report;
• Undertake any other tasks that may be assigned in the preparation and dissemination of the report.

b) Publication of the Journal of African Transformation
The major output under this domain is the publication of the research results and findings of African academics, professionals, researchers, scholars (especially young ones) and ECA fellows in improving the stock of knowledge that can inform policy making in Africa and support Africa’s development efforts. The Consultant will support and coordinate the production of the journal. The papers to be published will undergo rigorous review peer-review process. The consultant will screen incoming manuscripts as per editorial standards, review articles submitted, facilitate internal and external reviews and prepare the papers for the final review by the Editor-in-Chief, before acceptance for publication and follow-up on publication processes. Specifically, the consultant will be responsible for the following tasks.
• Engage in the solicitation of manuscripts and papers that can be considered for publication;
• Perform initial review of submitted manuscripts to determine if publishable and if suitable for scope of the journal and in the process ensure that the content of the Journal is of a high quality in terms of accuracy, validity, reliability, credibility, authority, readability, and relevance to the Journal’s scope and mission; and
• Select and assign expert peer reviewers for the manuscripts;
• Monitor the review process;
• Submit reviewed articles for the final review and consideration of the Editor in Chief for publication purposes. Manage revision process (if applicable) and schedule accepted manuscripts for publication;
• Liaise with the production team on the publication process including the editing, design, layout and publication of the journal;
• Work with guest editors (if any), Editorial assistants, and/or clerical/secretarial staff;
• Attend and contribute to Editorial Board meetings whenever convened.

c) Support to other strategic initiatives/ flagship projects
The Strategic Planning, Oversight and Results Division coordinates the formulation of corporate cross-cutting initiatives as well as the preparation of flagship projects promoting cutting edge policy research, knowledge sharing, policy discourses and exchange. As such, the consultant may be assigned any other related tasks and responsibilities.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in economics, social sciences, public administration and political science, statistics, development studies or related fields is required. A first-level university degree with combination of two years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is an advantage.

Experience: A minimum of 10 years of work experience in academia, research institutions, international organisation, public service or related institution is required. Scholarly publishing and track record of publishing on African development issues in peer reviewed journals, books and other scholarly publications is desirable. Experience in journal editing is an advantage. experience in working with the United Nations and African development issues and challenges, with demonstrated ability to formulate programmes/ projects, provide advice and guidance on strategic matters is an advantage.

Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required and Knowledge of the other is an advantage. Knowledge of another UN Official language is an asset.

Skills: Africa-related strategies and policies of major bilateral and multilateral agencies and relevant experience in working with regional organizations and partners is required. Excellent interpersonal and management skills; proven ability and experience in efficient planning and execution of tasks; and high level of initiative is required.
