Total duration of the contract would be 3 months from the start date, with possibility of extension.  However, payment is based on deliverables.

Duties and Responsibilities

The Global Strategy and Policy Division (GSPD) in the Office of Human Resources (OHR) in the Department of Management, Strategy, Policy, Compliance, is seeking to develop and pilot language proficiency assessments as part of the recruitment process.

The project anchors on the newly developed United Nations Language Framework that has been established to build consistency in the way languages are learned, assessed and certified across the United Nations Secretariat.

The project is designed to develop options on how to assess competences of six official languages of the United Nations (Arabic, Chinese, English, French, Russian, Spanish) in the recruitment process based on the levels for competences defined in the UN Language Framework.

The Consultant must have professional experience in language assessment development and/or talent assessment for selection, as well as experience or extensive knowledge of language certification.

The UN Language Framework anchors on six official languages of the United Nations.


Duties and Responsibilities:  

•Develop options (including costing), including for off-the-shelf products, for assessment of language competences of applicants at various stages of the recruitment process based on the UN Language Framework.

•Develop guidance for hiring managers to help them assess language needs and define language requirements that are relevant for a specific job based on the UN Language Framework.

The Consultant is expected to liaise closely with staff members in various teams to gain an understanding of the recruitment process as well as current approaches to language assessments within the United Nations Secretariat. Following this initial learning phase, the Consultant will submit a proposed project plan including a timeline on how to meet the above objectives and deliverables.

Qualifications/special skills

Academic Qualifications:

Advanced university degree (Master's degree, equivalent or higher) in applied linguistics, educational measurement, psychometrics, psychology or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Required Work Experience: 

•A minimum of seven years of progressively responsible experience in (1) language assessment development and/or in (2) talent/employment assessment as part of an organization recruitment or development function or related area.
•Experience and extensive knowledge of language certification.
•Experience with platforms for online test delivery.

Desired Work Experience: 

•Experience in conducting change management process in implementation of a new assessment method.
•Experience in job analysis.
Language: English and French are the working languages of the United Nations Secretariat. For this job opening, fluency in English is required.
