Org. Setting and Reporting

These positions are located in the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centres and Offices as applicable. The Supply Officer usually reports to a Supply Officer P4 or Chief of Unit.

Responsibilities

•Develops, reviews, monitors, assesses, and handles technical contracts for the provision of supply support services for general supplies, fuel and/or rations, etc.
• Plan, implement, and run supply support services operations, in the business areas of general supplies, fuel and/or rations services and other food-related services.
• Plans and prepares cost estimates/budget implications and long-term forecasts of organization’s requirements for supply support services, for general supply, fuel and/or rations.
• Assists in developing appropriate sourcing solutions, supply contracts, for general supplies, fuel, rations and/or associated support services, including the preparation of statements of work (SOW)/specifications, technical evaluations, and presentation of cases to the Local Committee on Contracts (LCC)/Headquarters Committee on Contracts (HCC).
• Ensures that routine Quality Control (QC)and Quality Assurance (QA) for supply support services are in place to validate contractual terms and condition for the supply of general supplies, fuel and/or rations.
• Coordinate with all partners, issues pertaining to safety, security and maintenance of general supplies, fuel and/or rations stocks, installations, vehicles, and equipment.
• Implements the internal accounting and administrative controls for general supplies, rations and/or Fuel management systems.
• Ensures that mission strategic and local reserves of general supplies, fuel and/or rations are maintained at adequate levels, at all times.
• Assist in developing, implementing, and updating the Mission’s general supplies, fuel and/or rations plan and acquisition planning; monitor stock holdings at all locations, project requirements and arrange for routine supply and distribution to end users,
• Ensures that accurate and complete accounting systems and reporting mechanisms are functioning and that all relevant records are maintained.
• Initiates and oversees periodic reviews of policies, directives, standards, and practices to ensure best practices in supply support services for general supplies, fuel and/or rations.
• Monitor and analyze contract performance to ensure compliance with contract terms, schedules, and cost objectives.
• Liaises with the Mission Procurement Section in the resolution of contractual implementation disputes.
• Analyzes problems, audit and performance reports on Mission activities and provides remedial action programs where required.
• Implement the Unit’s work program; supervises, trains and monitors performance indicators for staff.
• May provide mentorship to or supervise new/junior staff, and
• Perform other related work as the need arises.

Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, public administration, supply chain management, engineering, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience in supply services, fuel or rations may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in supply chain management, logistics, procurement, engineering, property management, contract management, project management or related area, is required.

Experience in a specific subject area of supply chain services, such as fuel, rations operations, etc, is desirable.

Experience in managing fuel, rations and/or other types of supply contracts in support of or in a field operation of the United Nations Common System or a comparable international, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency (oral and written) in English is required. Working knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Supply Officer, P3 roster. The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection.
