As part of a team, the Contractor will

- Assist in carrying out various programmatic and administrative tasks related to programme formulation, planning, implementation, monitoring and evaluation;
- Assist in the planning, preparation and delivery of online learning activities;
- Assist in the preparation of detailed implementation reports;
- Assist in preparing sections of draft training materials and contribute to the editing and formatting of training materials
- Assist in carrying out research reviewing relevant national and international case law as well as relevant national legislations, including anti-terrorism laws

Duties and Responsibilities

1. Background of the assignment:

In the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism.

The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nations’ key providers of counter-terrorism technical assistance in the legal and related areas. It does this by providing legal assistance to countries to become parties to the universal legal instruments related to terrorism and to incorporate their provisions into national legislation, assisting national criminal justice entities to train their officials on the new laws and their implementation, and assisting national institutions dealing with terrorism on cooperation in criminal matters. To achieve sustained impact, TPB has also been developing legal technical assistance tools, and broadening the scope of assistance in terms of its substantive content and support to the implementation of the UN Global Counter-Terrorism Strategy (the Strategy encourages UNODC to enhance its provision of technical assistance to Member States and it encourages Member States to resort to the technical assistance delivered by the Office).

The continued impact of the COVID-19 pandemic on UNODC’s technical assistance activities requires UNODC to develop online capacity building tools and projects, and to make the best use of existing technology (including UNODC’s Counter-Terrorism Learning Platform, CTLP) to deliver capacity building activities remotely. During the last quarter of 2020, the online capacity building tools to be developed and delivered include a course on prosecution, rehabilitation and reintegration (PRR) strategies, and three courses on counter-terrorism in the international law context.

In the Sahel region, UNODC provides technical assistance to the G-5 Sahel and to Member States individually to strengthen capacity for the investigation and prosecution of terrorism offences, as well as for international cooperation in criminal matters regarding terrorism, including on the adoption of gender sensitive and human rights compliant measures against terrorism. This is achieved through training, train-the-trainers courses, mentoring and other forms of capacity building, for relevant actors such as judges, prosecutors, judicial police officers etc. UNODC’s technical assistance in that region is provided under the overall framework of the organisation’s Regional Programme for West Africa and the Sahel Programme, which both aim at contributing to the implementation of the United Nations Integrated Strategy for the Sahel.

2. Purpose of the assignment:

The purpose of the assignment is to support the preparation and delivery of UNODC technical assistance activities, including online capacity building activities, and support Sahel and West African countries to strengthen their legal and criminal justice responses to terrorism, in close coordination with, inter alia, the UNODC Regional Office for West and Central Africa.

Qualifications/special skills

Academic Qualifications: A high school diploma is required. A first-level university degree in business administration, international relations, social science law, political science, international relations or criminology is desirable
Experience: A minimum of one-year professional experience in counter terrorism matters, including legal research and analysis or similar field is required;
• Proficiency to expertly use tools for the delivery of online meetings and remote learning activities is desirable;
• Relevant experience on technical assistance activities with any other international organisation is desirable;
• Experience in legal research; legal drafting, sound planning and organizing skills are desirable;
Language: English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English and French, is required. knowledge of other United Nations official languages is an advantage.
