Cadre organisationnel

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. As the United Nations focal point on human settlements, UN-Habitat will lead advocacy efforts to raise awareness of sustainable urbanization issues; provide evidence-based policy advice; build capacities; develop tools, norms and standards based on best practices; work on demonstration projects and provide assistance to national Governments, local authorities and other public institutions responsible for urban issues.

This position is located in UN-Habitat’s External Relations Branch, Donor Relations & Strategic Resource Partnerships Unit. The unit is responsible for coordinating UN-Habitat’s strategic and operational work on resource mobilization. This includes support for a harmonized decentralized fund-raising model, providing tools to help manage and report on non-earmarked income and earmarked contributions, undertaking and supporting donor consultations as well as other activities related to strengthening relations with donors and enhancing predictable funding for UN-Habitat’s work on sustainable urbanization.

Responsabilités

Within limits of delegated authority and depending on location, the Programme Assistant may be responsible for the following duties:

• Provides assistance in support of planning and implementation activities for Donor Relations and Resource Partnerships Unit in line with the resource mobilization strategy.

• Researches, compiles, analyses, summarizes, and presents basic information on donors and related topics.

• Assists in the coordination of donor consultation planning and preparation; prepares background documents for donor joint annual consultations and other donor meetings; takes necessary action to ensure background documents for donor consultations are completed and submitted to donors on time.

• Assists in the preparation and analysis of programme cooperation agreements with major donors, including preparation of budgets, activities, major outputs and results , ensuring that requisite information is included and justified and verifying conditions of agreements are line with UN-Habitat policies; and proposing adjustments as necessary.

• Assists in the monitoring of income contributions; categorizes, updates, tracks and analyses data related to contribution agreements, e.g. contribution received, resources utilized, budget revisions, etc.; carries out periodic status on level of acquisition received, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions.

• Collaborates with programme managers on performance reporting to donors; liaises with relevant parties to ensure timely reporting to donors and documentation of the reports; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.

• Drafts Standard Operating Procedure for major donors related to grants, coordinates review and clearance process.

• Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc contributions reports, statistical tables, graphic content, and other background materials to facilitate inspection and other reviews.

• Drafts correspondence and communications related to all aspects of donor relations administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.

• Provides guidance and training to new/junior staff.

• Performs other duties as assigned.

• PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.

Expérience professionnelle

A minimum of six(6) years of progressively responsible experience in project administration, income management, donor relations or related area.

Work experience with an ERP/SAP system.

Work experience in an international organization or within the United Nations system.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
