Result of Service

1. Community engagement strategy developed and implemented for UNDRR stakeholder engagement, including through distribution to media, UN community, prospective members, and use on UNDRR partnership websites.
2. Active engagement and information exchanges within and between the UNDRR stakeholder groups at global and regional level, as well as external groups and partners.
3. UNDRR partnership webpages kept up-to-date with activities, news and pieces (such as members’ profiles) from each community.
4. Quality newsletters developed through a professional software for each of the three Deliverables: communities, in close coordination with their focal point, first edition distributed and ready to be continued bi-yearly.
5. Community channels established, members enlisted, activities regularly posted.
6. Annual survey implemented for each of the three communities through a professional software and analysis of findings available in PPT format.
7. Well-organised and managed list of members/member organizations for each community, with relevant profile and contact details

Duties and Responsibilities

General background and context

UNDRR was established in 1999 as a dedicated secretariat to facilitate the implementation of the International Strategy for Disaster Reduction (ISDR). It is mandated by the United Nations General Assembly resolution (56/195) to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio‐economic and humanitarian fields. Upon the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 by all UN member states in March 2015, UNDRR was tasked by the UN General Assembly to support the implementation, follow-up and review of the Framework. As a part of its normative mandate, UNDRR is supporting countries, in particular least developed and small island countries, in the development, implementation and monitoring of progress of national and local disaster risk reduction strategies. UNDRR thereby focuses particularly on ensuring a comprehensive and inclusive approach to disaster risk reduction, in raising awareness and engaging representatives of all relevant stakeholder groups in the strategy discussions.

Effective reduction of disaster risks can only be attained through an all-of-society approach. Whilst governments remain responsible for integrating disaster risk reduction in core social, economic and development planning, this also requires a change of behaviour across all sectors and levels. With this goal in mind, UNDRR engages with a variety of stakeholders, through different mechanisms, to involve all parts of society in disaster risk reduction for a more resilient future.

Background on UNDRR Engagement with Stakeholders

To promote stronger engagement of stakeholders in policy and practice decisions and implementation on disaster risk reduction, UNDRR set up the "UNDRR Stakeholder Engagement Mechanism" (UNDRR- SEM) in 2018 with the aim to leverage the convening and advocacy powers of the 17 Major Groups and other stakeholders (MGoS – find out more here) and UNDRR partner groups such as ARISE for the integration of disaster risk reduction into the broader 2030 Agenda. The SEM currently has over 260 members, including the IFRC and Platform for Disaster Displacement.

Background on UNDRR engagement with Youth

To harness the energy and better engage with youth, in 2018 the United Nations (UN) launched the UN Youth Strategy, Youth2030: Working with and for Young People. The UN Secretary-General called on UN entities to develop action plans to implement the strategy. Responding to this call, UNDRR developed a Youth Action Plan 2022-2023 outlining UNDRR's work with youth in support of the Sendai Framework for Disaster Risk Reduction 2015-2030. The strategy is implemented in collaboration with the Major Group on Children and Youth (MGCY) DRR Working Group (DRR WG) as well as regional youth groups, as well as engagement with the Secretary-General's Envoy on Youth, UNICEF, and the Inter-Agency Network on Youth Development.

Background on UNDRR engagement with the Private Sector

UNDRRs main vehicle for engagement of the private sector is the UNDRR ARISE iniative. ARISE was started by UNDRR in 2015 to support the private sector to become a key partner in reducing disaster risk. It has grown to over 400 members and 29 networks across the world. There is incredible energy and appetite to grow ARISE and to equip it to effect change in how the private sector invests in a risk-informed sustainable future.

Duties and Responsibilities

Reporting to the head of the Partnerships Unit with a second reporting line to the Chief of the UNDRR Communication Section, this consultancy will focus on enhanced communication with and between stakeholder groups through the following activities:

1. Working in close collaboration with UNDRR partnership focal points and comms focal points in HQ and regions, develop and implement a community engagement strategy for UNDRR stakeholder engagement through SEM, youth and ARISE, with the aim to increase visibility, outreach and impact.
2. Identify and develop relevant channels to engage with community members. Support community engagement through regular updates and content on the pages, for example on upcoming events, links to training, conferences and resources, as well as profiles of community members. Engage with and moderate the community online to build strong relationships and maintain a healthy, vibrant and interactive space. Update, re-organize and enhance the content and information on the UNDRR partnership website pages and ARISE website, as well as relevant databases (such as Prevention web page) up to date with membership and accession information as well as relevant news and pieces (such as interviews to members, summary of projects, events) from the SEM, Youth and ARISE communities, liaising closely with the UNDRR communication team and with the communities to develop their content. 3. Develop easy-to-use lists of focal points, action plan leads and general members for each of the three groups, with contact details, roles, organisation, location and other relevant details, and keep these regularly up to date. Foster connections between community members and encourage them to support each other. Nurture active members and encourage them to take a leadership role in supporting other members in the community.
4. Develop a list of all organisations currently involved in SEM, with a short (maximum 10 lines) description of each organisation’s mission and activities, and the contact details of their member/s. Organise the list by grouping the organisations into relevant categories (for example by type, industry, focus or other relevant criteria).
5. Develop and issue regular, at least bi-annual, newsletters for SEM, Youth and ARISE communities (one separate newsletter for each of the three communities), using a professional software. The newsletters should be in a format that can be easily replicated and adapted for each new editions as well as use by regional offices for regional stakeholder groups and updates. A list of subscribers (community members, UNDRR colleagues and members of the global disaster risk reduction community who are interested) should also be developed, by leveraging the existing contact lists of the communities and by inviting other interested parties to subscribe.
6. Identify, track, and report community KPIs. Use data to identify community trends and issues and identify improvements. Develop an annual survey for SEM, ARISE and Youth communities, to be circulated through an appropriate software tool such as SurveyMonkey, to capture a yearly picture of the community’s satisfaction, performance, risks, opportunities, perceived costs (such as time, efforts..) and benefits (recognition, learning, networking..) for members. The survey should provide information that can be monitored over the years to track progresses in the community’s performance and satisfaction (for example numeric rating along various criteria). Analyze the data and summarize findings in a PowerPoint presentation.
7. Coordinate content production from/for the community, such as web stories, publications, case studies, social content, blog posts, press releases to support each community in promoting their activities, such as webinars, publications and contributions to UN mechanisms such as the Sendai Framework Support dissemination through UNDRR channels (email, Teams groups), UNDRR website and social media channels, media outreach and communication among the three communities, so that each is informed of the others’ activities.
8. Support the UNDRR partnerships unit and comms section in identifying and seizing opportunities to engage the SEM, Youth and ARISE communities in the wider work of UNDRR, for example through speaking engagements at events, contributions to publications, presentations to other UNDRR stakeholders, contributions to talking points for UNDRR staff engagements, contributions to UNDRR position papers and any other avenue where the stakeholders’ voices can add value.

Qualifications/special skills

Academic Qualifications:
An advanced university degree in marketing, communication, disaster risk reduction, climate change adaptation, business management, economics or a related field, together with relevant qualifying experience.
A first-level university degree in combination with a minimum of 2 years additional qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of 4 years of demonstrated experience and project references in the area of community development and management, marketing, knowledge management, promotion of non-profit projects/organisations, lobbying or other relevant experience is required.
Experience engaging a variety of stakeholders, particularly youth representatives, private sector companies, civil society and community-based organisations is desirable.
Experience developing communication products such as value propositions, newsletters, social media, media pieces is desirable
Experience organising and promoting online events such as webinars is desirable
Experience preparing reports and surveys is desirable.
Experience in undertaking reviews and identifying lessons learnt is desirable.
Expertise in organizing and managing webinars, meetings, consultations, and other events, in the private and public sphere is desirable.

Language: Fluency in English is required. French or Spanish desirable.
