Result of Service

This contract is divided in two parts:
1. Develop a communication strategy for subregional outreach activity that will consists of a number of subregional workshops and will be supported by a number of communication products. Tailor the framework on technology interplay under the carbon neutrality context for selected UNECE subregions
Tasks include:
- Developing communications strategy for UNECE subregions to raise awareness about selected technologies
- Tailor technology interplay tools for selected subregions
- Update project website on a regular basis
Editing materials
2. Execute a Communications/Visibility Plan to facilitate UNFC implementation and promotion and uptake of UNRMS guidelines.

Tasks according to the Communications Plan 2022 include:
- Training and promotion materials (creation of free training materials, potentially transferable Massive Online Open Course (MOOC) on implementing UNFC and using UNRMS principles for Sustainable Resource Management. There will be two levels of training materials / courses: Introductory and Advanced. Promotion materials should include brochures, social media texts, videos, and other tools as appropriate.
- Press releases/Factsheets/Newsletters (Expected publications on Key Events, Key Publications, and Key Achievements. These include newsletters as well as their dissemination to relevant mailing lists. Approximate number of press releases/factsheets/newsletters is 10.
- Social Media (Utilizing existing UNECE, UN Geneva, UN Social Media Channels)
- Providing text for EU Social Media posts to EU partners, regional offices and local representations via DG GROW. Encouraging potential partners such as the International Resources Panel (IRP) (authors of the Global Resources Outlook) to share our content with the aim to be featured in the EU Weekly Social Media Plan and UNECE’s Weekly Social Media Calendar)
- Events (promotion of events that will be held in order to strengthen the brand of EGRM, UNFC/UNRMS/SED/UNECE. These include the EGRM Annual Meeting (April, Geneva), EU Raw Materials Week (November, Brussels), as well as training workshops as side events or standalone events (2 per year: 1 EU, 1 non-EU).
- Visual elements (Graphic design will be required to support all of the communication outputs including for social media, website and publications. This can be discussed within the team and with the designer.)
- Website (Maintaining the UNECE’s dedicated webpage on Sustainable Resource Management and utilising search engine optimisation for attention by Google and other search engines).

Duties and Responsibilities

The United Nations Economic Commission for Europe (UNECE) is conducting activities on exploring opportunities of moving to carbon neutrality in the UNECE region by 2050. Carbon neutrality refers to achieving net zero carbon emissions by balancing carbon emissions with carbon removal or simply by eliminating carbon emissions altogether. In addition, UNECE is also further developing and implementing an extensive programme on Sustainable Resource Management that consists of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS).

The work developed by the consultant will support the ongoing work of the Task Force on Carbon Neutrality and the Group of Experts on Cleaner Electricity Systems. The consultant will develop a communication strategy for project activities on technology interplay under the carbon neutrality concept. The objective of this activity is improved understanding of the nexus areas of technology and policy, such as the interplay between flexible clean coal, natural gas, nuclear energy, renewable energy, hydrogen and on the role of CCUS and other compensation technologies to meet international climate objectives and to attain carbon neutrality on a subregional level, namely in Central Asia, Eastern Europe, Western Balkans and the Caucasus. This activity will build on a series of subregional workshops and will result in a number of communication products.

In July 2021, ECOSOC issued Decision 2021/250 on the Updated United Nations Framework Classification for Resources. The UNECE Expert Group on Resource Management is responsible for development and implementation of UNFC and the United Nations Resource Management System (UNRMS) which is based on UNFC. The ECOSOC Decision “endorsed the updated United Nations Framework Classification for Resources of 2019, recommended that the updated Framework Classification be disseminated widely, invited States Members of the United Nations, international organizations and the regional commissions to consider the possibility of taking appropriate measures to ensure the application of the updated Framework Classification in countries worldwide…”. In view of this request for worldwide dissemination of UNFC, the consultant will execute the communication (and visibility) plan for implementation of UNFC and promotion of UNRMS guidelines in the UNECE region, with a specific focus on EU countries, starting in 2022. This will require preparation of standardised training materials, a number of press releases, factsheets, activities on social media, improved website, promotion of events. These activities would require some initial preparation regarding adaptation to the national systems in place for resource classification and management in UNECE countries, (in particular EU countries) and research on appropriate opportunities for outreach and increased communication /visibility including potential events and associated (training) materials required.

The objective of this activity is improved understanding of the communication and visibility opportunities, challenges and gaps for UNFC implementation and promotion of UNRMS guidelines in the UNECE region, with a focus on EU countries. The resulting outcomes from this work will lay the foundation for comprehensive and targeted outreach on UNFC implementation and promotion of UNRMS guidelines in 2022. This will facilitate implementation of UNFC and UNRMS and hence sustainable resource management in the UNECE region.

The consultant is expected to work 4 days a week.

The secretariat does not have the capacity to provide such services itself, and, therefore, is proposing to hire a consultant to provide services and knowledge to develop products that are necessary to further support subregional awareness raising activities by the Task Force on Carbon Neutrality and the Group of Experts on Cleaner Electricity Systems.

In addition, the consultant will utilise his/her extensive communication skills to execute a communication and visibility plan that is needed for UNFC implementation and promotion of UNRMS guidelines and their uptake in the UNECE region. These communication and visibility activities are the foundation for an extensive communication campaign in line with ECOSOC Decision 2021/250.
