• Finalized synthesis report on the COVID-19 impacts and consequent challenges and opportunities for SIDs in implementing the Aichi biodiversity actions, the successor post 2020 global biodiversity framework and management of BBNJ in the Western Indian Ocean (WIO);
• Spatial temporal maps and associated graphics of the Betsboka and Sabaki estuaries;
• A report on the launch of the Critical Habitats Outlook;
• Final regional synthesis of the CCVA on social adaptive capacity of coastal communities in Madagascar, Mozambique, Kenya and Tanzania;
• Finalized report on the Kenya and Tanzania TBCA economic valuation;
• Draft case studies book on constructed wetlands for the WIO region;
• Finalized geo-spatial analysis outputs from the sustainable port development work incorporated into the Toolkit for Green Port development in the WIO region;
• Manuscript on sustainable port development submitted to a medium impact factor peer reviewed journal.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP administers the Nairobi Convention for the Protection, Management and Development of Coastal and Marine Environment of the Western Indian Ocean (WIO), under the Ecosystems Division. The Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
UNEP/The Nairobi Convention, under the project on the ‘Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities’ (WIOSAP), requires a marine and coastal environmental management consultant to undertake various activities focusing on: strengthening of strategic partnerships for effective delivery of the WIOSAP project; enhancing pipeline funding for sustainability and ensuring specific and demand driven technical support to implementing partners.

The consultant will undertake various activities focusing on: strengthening of strategic partnerships for effective delivery of the WIOSAP project; enhancing pipeline funding for sustainability and ensuring specific and demand driven technical support to implementing partners.
Specific tasks and responsibilities
Under the general supervision of the Head, Secretariat of the Nairobi Convention, and direct supervision of the WIOSAP Project Manager, the consultant is expected to undertake the following roles:
1. Collect and collate relevant national data from secondary sources and key institutions to support the development of a coastal resilience GCF project for Kenya, and a GEF TBCA project between Kenya and Tanzania;
2. Review a synthesis report on the COVID-19 impacts and consequent challenges and opportunities for SIDs in implementing the Aichi biodiversity actions, the successor post 2020 global biodiversity framework and management of BBNJ in the Western Indian Ocean (WIO);
3. Work with implementing partners of the relevant WIOSAP demo projects, conduct spatial temporal analysis of the Betsboka and Sabaki estuaries;
4. Work with the communication team, provide technical backing towards the launch of the Critical Habitats Outlook;
5. Review and prepare a regional synthesis of the CCVA on social adaptive capacity currently going on in four countries: Madagascar, Mozambique, Kenya and Tanzania;
6. Review the report on the Kenya and Tanzania TBCA economic valuation report and provide technical comments for the completion of the report;
7. Undertake technical review of the case studies publication on constructed wetlands for the WIO region;
8. Review geo-spatial analysis outputs from the sustainable port development work underway to inform development of a Toolkit for Green Development in the WIO region;
9. Prepare a manuscript for publication in a peer reviewed journal out of the baseline assessments and scenario analyses under the sustainable port development work.
Academic Qualifications: Advanced university degree (a Master's degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management or similar disciplines. A first level degree with an additional two years of experience may be accepted in lieu of the master’s degree.
Experience: A minimum 3 years of relevant professional experience is required in: Marine and coastal management, geospatial analysis, implementation of projects and project reporting. Working with different stakeholders at both strategic and technical levels and demonstrated quality and timely delivery. Working knowledge of the Western Indian Ocean (WIO) region and experience of working with the Governments of the WIO region would be an advantage. Demonstrated competency in high level and excellent proposal/technical writing and ability to work within very short timelines and with minimum supervision is an asset.
Language: English and French are the official working languages of the United Nations. For this consultancy, fluency in oral and written knowledge of English is required.
