Org. Setting and Reporting

This position is located within the Engineering and Facilities Management Unit in the Mission Support Service of the United Nations Support Mission in Libya.The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station).The incumbent will be under the overall supervision of the Engineer (Head of the EFMU).

On 30 September 2021, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 January 2022, through resolution 2599 (2021).The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within the limits of delegated authority, the Engineering Technician will apply professional knowledge and expertise in performance of the following duties:

Planning and assessment
•Plans, schedules and supervises implementation of engineering projects such as: construction, refurbishment, installation, and maintenance.
•Assesses requirements for the installation, repairs and maintenance of engineering equipment and/or buildings and infrastructure. On the basis of the assessment, drafts technical or assessment reports; determines work requirements, and issues work orders and work assignments to assistants and technicians.
•Diagnoses problems and develops solutions for malfunctioning or defective engineering equipment or systems and/or buildings and infrastructure.
•Assesses requirements and develops standardized documentation/solicitation packages (i.e. technical specifications, SOW, BOQ, TEC) for the procurement of goods and for outsourcing support services, ensuring compliance with environmental standards and policies.
•Prepare technical drawings and design.
•Provide input on mission requirements, procurement-plan and cost-estimates for budget and acquisition planning.

Operations
•Supervises and coordinates the installation, servicing, maintenance and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes.
•Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision.
•Applies and ensures adherence to safety programs related to the safe operation of engineering equipment and power tools

Administration
•Identifies resource requirements for his/her area of responsibility in connection with budget preparations.
•Assists in technical evaluation of bids and proposals for engineering projects, equipment, general supply products and surface transport related goods and services.
•Secures equipment, materials, supplies and spare parts for supervised works.
•Reads and interprets specifications and technical drawings for construction, installations and upgrade of infrastructure. Prepares bills of quantities and costing for engineering, general supply and surface transport related projects.
•Supervises the maintenance of records relating to inventories, work orders and general correspondence.
•Reviews and approves work orders and assigns tasks to tradesmen and technicians being supervised.
•Verifies progress or completion of engineering projects and recommends to the Chief of Section for partial or final payments.
•Follows up on correction of defects in material or workmanship of contractor's work during the warranty period of the contracts.
•Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules, and cost objectives.
•Supports technical evaluations of offers and assists in analysis of bids/offers and technical studies.
•Provides expert technical advice on technical/solicitation documents and overall policies, procedures, and guidelines pertinent to mission activities, considering quality management and risk management best practices.
•Perform other duties as required.

Client orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

High School Diploma or equivalent is required.Technical Certification in civil engineering technology or in a relevant technical discipline is desirable.Training on AutoCAD and Project Management software is highly desirable.

Work Experience

A minimum of eight (8) years of progressively responsible experience in at least one of the following fields: supply chain management, logistics, engineering or construction is required.

At least two years of experience in drafting solicitation documents for engineering and supply or transport projects is required.

Previous experience in UN peacekeeping or other field operations is desirable.

Experience in international operations in a post conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
