Org. Setting and Reporting

The incumbent is responsible to the Deputy Field Finance Officer in the Fields.

Responsibilities

Prepares bank transfer payments either by Electronic Fund Transfers (EFT) being used for fund transfer by local or International banks or through written requests;

Makes payments in various currencies by issuing cheques and orders to banks, distributes cheques and drafts to beneficiaries and banks personally or by registered mail; prepares requests for bank drafts;

Drafts memos to local banks under the signature of his/her supervisor and follows up on some banking issues of mutual interests; distributes payrolls, cheques and documents to various local banks;

Maintains records of cash position of current accounts and reports to his/her supervisors for funding purposes, checks interest received on UNRWA bank accounts and accrues interest at period end, raises transfer vouchers covering movement of funds and checks outstanding items on bank statements;

Receives cheques or cash on behalf of the Agency, raises cash or bank receipt vouchers, deposits funds in bank or delivers as required and records all receipts;

Responds to staff members, suppliers and contractors’ queries regarding their claims, invoices, entitlements and outstanding balances; assists in the Agency bank balances as relates to cash management on a weekly basis;

Checks all cash payment vouchers received from claims section for ensuring that they are appropriately approved and supported by proper documents;

Maintains records on the bank details of the Field international staff payroll to arrange payment of salaries as required;

Reviews bank reconciliation with the accounts control staff to ensure that bank balances recorded on the daily cash position report reflect the Agency's true liquidity position;

Enters cash receipt vouchers into cash imprest and AR modules to account for all receipt of cash and cheques and monthly evident interest;

Pays temporary assistants and casual laborers monthly wages after cashing their payroll cheques from the bank;

Performs such other duties as may be assigned.

Ability to use computer and work on various spreadsheet applications such as MS Excel and Access;

Ability to cope with multiple tasks effectively;

Effective written and oral communication;

Ability to identify clients’ needs and to offer appropriate solutions and establish and maintain productive partnership with clients

Education

A Bachelor degree in in accounting, business administration, banking and finance or related field. (Post-Secondary diploma with additional 2 years of qualifying experience in lieu of Bachelor degree may be considered)

Work Experience

A minimum of two years in accounting or other financial work including a computerized treasury and finance systems. (For Post-Secondary diploma total of 4 years of relevant experience may be considered).

Languages

Good command of spoken and written English and Arabic.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of contract and duration: Fixed – Term appointment for 3 years including 1 year probation period, with the possibility of further extension, subject to availability of funds, satisfactory performance and continuing need.

Desirable qualification: Association of Accounting Technicians (AAT) or any technical professional qualification..
Conditions of service: Monthly basic salary USD 1,280.00 + SPLA USD 167
Other benefits include monthly Provident Fund contribution (15.2% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
