Result of Service

Under the direct supervision of the Project Management Officer of CounterMEASURE II project in the UNEP Asia and the Pacific Office and overall supervision of the Deputy Regional Director of UNEP Asia and the Pacific Office, the consultant is required to:
1. Supports the PMU and the Project Management Officer in the preparations for and follow-up to Project Advisory Group Meetings
2. Supports the PMU and the Regional Coordinator for Chemicals, Waste and Air Quality in the preparations for and follow-up to the Scientific Advisory Group Meetings
3. Designs and completes the project product repository which will be a repository of all the project Information and documents
4. Supports the PMU and the Regional Coordinator for Chemicals, Waste and Air Quality in the preparations for the Terminal Review of the project.

Duties and Responsibilities


The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

Building on the project “Promotion of Countermeasures Against Marine Plastic Litter in Southeast Asia and India (CounterMEASURE)”, which focused on identification of sources and pathways of major plastic leakage in India and along the Mekong River, the project, “Promotion of action against marine plastic litter in Asia and the Pacific (CounterMEASURE II), aims to generate, share and disseminate scientific knowledge on plastic pollution in the Ganges, Mekong and selected rivers in Sri Lanka and other rivers in Asia, to inform policy and decision-making processes at local, national, regional and global level. The second phase also looks at the impact of plastic pollution on wildlife, particularly migratory species and support policy advocacy on these issues. The project is implemented with the generous support of the Government of Japan and runs from June 2020 until March 2022.

The CounterMEASURE II project brings together a large number of partners across the Asia-Pacific region and globally, both as direct partners implementing the project activities, as well as through outreach and policy work. The project is guided by the Scientific Advisory Group (SAG) and the Project Advisory Group (PAG), which each meet on a quarterly basis. Regular meetings with the project donor provide additional guidance. The Project Management Unit (PMU) acts as the secretariat to these meetings. The PMU also coordinates regular reporting on the project results and achievements and supports the Terminal Review of the project to be conducted at the end of the project.

As part of the CounterMEASURE II Project Management Unit, a consultant is required to support the regular meeting preparations and follow-up for the PAG, SAG and with the donor, preparing the project product repository as well as preparations for the Terminal Review.

The project support consultant will support the CounterMEASURE II Project Management Unit (PMU) in preparing for and following up on meetings of the PAG, SAG, donor meetings preparing the project product repository as well as preparations for the Terminal Review.

Qualifications/special skills

Academic Qualifications:
Advanced university degree (Master's degree or equivalent) in social sciences, international relations, environmental sciences, sustainable development, project management or any other discipline that is relevant to the project. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

- A minimum of 2 years of progressively responsible experience in project or programme support, administration, project management or related area.
- Proven knowledge and experience in plastic pollution issues, waste management or circular economy is considered an asset
- Very good communication skills
- Knowledge of the Asia Pacific region is considered an asset•

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Knowledge of an Asian language is considered and asset..
