BACKGROUND
The United Nations Human Settlements Programme (UN-Habitat)
UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The Land, Housing and Shelter (LHS) Section
The LHS Section is located in the Urban Practices Branch of the Global Solutions Division. LHS aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d) the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading.
The Global Land Tool Network (GLTN)
UN-Habitat hosts the secretariat of the Land and Global Land Tool Network (GLTN), which is a network of over seventy international institutions established in 2006. The Network promotes secure land and property rights for all, through the development of pro-poor, fit for purpose and gender appropriate land tools and approaches for responsible land governance with a focus on tenure security. It has a particular emphasis on vulnerable groups in urban and rural areas including women and youth. GLTN’s work also promotes many of the components in both the New Urban Agenda and the Sustainable Development Goals. GLTN works towards improved tenure security within the global frameworks (SDGs, NUA, VGGTs, F&G-AU) with a new strategy (2018-30) aiming at scaling up land tools, data protocols and to provide a solid monitoring approaches to support evidence-based policy decisions at all levels.
The Global Land Indicator Initiative (GLII)
Under the auspices of the GLTN, the Global Land Indicators Initiative (GLII) was established in 2012 by Millennium Challenge Corporation, the World Bank and UN-Habitat. The platform is hosted and facilitated by GLTN and is a collaborative and inclusive process for the development of globally comparable and nationally applicable land indicators that aims to make global-scale monitoring of land governance and progress towards secure tenure for all a reality. GLII’s work is founded on the need for evidence-based land governance monitoring for planning and policy decisions linking local, national, regional and global efforts through comparable land indicators for comparable data. The initiative has now grown to over 50 platform members including CSOs, INGOs, NGOs, research and academia, private sector, grassroots Organisatons, National Statistical Organisations and UN agencies.
NORAD Project
Pilot project on land and property taxation for service delivery, reconstruction, citizenship building and sustaining peace in fragile states. Strategies are needed in fragile countries to support domestic resource mobilization to strengthen local administrations, who will be able to deliver basic services and infrastructure and thereby restore trust between with communities. Reliable and stable local revenue collection is crucial, and land and property taxation offers an important and readily available entry point. Good entry point to promote transparency, accountability, and active participation in decision making on how to prioritise and use domestic resources and revenues. The intention is to enhance and strengthen existing projects in Afghanistan, while laying a foundation for possible future scaling up.
GLTN is seeking a Consultant to contribute to land data monitoring, evaluation and knowledge management efforts of the GLII based within the GLTN and within the LHS Section at UN-Habitat in Nairobi, Kenya. The Consultant will be reporting to the Global Land Indicator Initiative, under the guidance of the GLTN Project Manager. GLII aims among other activities to:
(1) Continue contributing to national statistical organization and other data agencies to fast track collection of gender disaggregated land tenure data at national level in order to move the indicators to Tier 1.
(2) Strengthen capacity of the land and data communities to collect data on comparable land indicators not included in the SDGs, bridge data gaps and monitor key trends.
(3) Continue to coordinate and convene land and data communities for continuous dialogue and share best practices on the monitoring of land governance issues and impact evaluation of land tenure and governance interventions including approaches to land data collection, promote gender responsiveness and other outcomes.
(4) Facilitate a global process for the development of a joint global reporting mechanism on land governance issues in line with the SDG process.
(5) Develop knowledge products including position papers, blogs and publications for sharing and influencing best practices in data and land governance monitoring.

It looks into how governments, particularly at local level, need to find funds to meet their SDG target for improved land and property taxation in fragile states. Project objectives include:
(1) Increase revenue through land and property taxation, contributing to investment in local service delivery and reconstruction in fragile states
(2) Strengthened capacity of relevant institutions and strengthen social contract and state legitimacy;
(3) Improve transparency and participation in local collection and expenditure of land and property taxation;
(4) Improve equality in benefits from land-based revenue collection including women and youth.
RESPONSIBILITIES
Under the direct supervision of the Chief of the Land, Housing and Shelter Section and the Project Managers at the Global Land Tool Network within the Land Housing and Shelter section to implement two projects (GLII, NORAD), the consultant will carry out the following tasks:
1. Develop and strengthen the capacity of National Statistical Organizations (NSOs) and other land data agencies globally to fast-track collection and reporting of timely and gender disaggregated land tenure data at national level to move Sustainable Development Goals (SDG) land tenure security indicators 1.4.2, 5.a.1 and 5.a.2 to Tier 1.
2. Develop and strengthen the capacity of the land and data communities globally to collect data on comparable Global Land Indicators initiative (GLII) land indicators not included in the SDGs, bridge data gaps and monitor key trends to enhance monitoring of land governance and tenure security.
3. Convene the land and data communities for sustained dialogue and share best practices on monitoring of land governance issues in global and regional development frameworks and impact evaluation of land tenure and governance interventions including approaches to timely and disaggregated land data collection and promote gender responsiveness.
4. Undertake data sourcing, presentation and communication aligned with the global process for development of the joint global reporting mechanism on land governance issues in line with the SDGs process.
5. Develop knowledge products including position papers, blogs and publications for sharing and influencing best practices in data and land governance monitoring.
6. Develop implementation plan of the NORAD-funded project in fragile states (up to 40% of time) to ensure alignment with monitoring of land governance and tenure security in the SDGs and New Urban Agenda (NUA) frameworks.
Organizational Context and Project Description
The Consultant will be hosted by UN-Habitat, Land Housing and Shelter Section, Urban Practices Branch and work under the management and supervision of Land and Global Land Tool Network Unit. The Consultant is expected to support the objectives of the Global Land Indicators Initiative (GLII), a multi-stakeholders platform hosted and facilitated by GLTN with 60% of time. The remaining 40% of time will be allocated to contribution to project implementation under the Norwegian Agency for Development Cooperation (NORAD) project.
Skills: Highly professional and able to work with a diverse stakeholders.
Academic Qualifications: Bachelor’s degree in data and statistics is required.
Experience: 3 years of experience in monitoring, evaluation and impact measurement on land, agriculture, policy processes, geospatial is required; Knowledge on land governance issues, experience working with governments, coordination and management of networks is desirable; Strong research, analytical skills and knowledge management is desirable;
Language: Fluency in oral and written English is required.
