The consultancy will support the RCO Office to restructure the UNCT KSA coordination structure to provide efficient and effective coordination of the UN's work in KSA.

Duties and Responsibilities

The UN Secretary-General's global reform agenda, launched on 1 January 2019, in response to General Assembly resolution 71/243, repositions the UN Development System to deliver on the 2030 Agenda for dignity, prosperity, and peace on a healthy planet. Central to this process, and as further mandated by General Assembly resolution 72/279, a new generation of UN Resident Coordinator Offices across the world have been strengthened under the leadership of an empowered UN Resident Coordinator, the highest-ranking representative of the UN Development System at country level.

The UN Resident Coordinator's Office supports Saudi Arabia and the UN Country Team in Saudi Arabia to work together to towards the achievement of Agenda 2030. The UN Country Team (UNCT), which has 20 members, comprises UN entities working in or with the Kingdom of Saudi Arabia. The UNCT is led by the UN Resident Coordinator.

The consultant will report to the Head of RC Office and will work with the RC Office team and Task Force and Working Groups co-chairs to undertake the following: 1. Work with the Head of RC Office to develop the TORs scope for the proposed Programme Management Team including the scope of sub-groups such as M&E and research, 2. Review/develop terms of reference for the technical working groups as appropriate in the context of the draft Cooperation Framework 2022 - 2026, IMS and other guidance frameworks, 3. Work with each coordination mechanism to develop their annual workplan for 2022, ensuring that the workplans account for the CF priorities and gaps in the UN Normative Areas (IMS), and identifying partnerships and communications priorities and actions for the year, 4. Work with the Partnerships Working Group and UN Communications Working Group to integrate priorities identified by the technical working groups, 5. With the Gender Equality and Empowerment of Women Task Force, undertake a full UNCT Gender Equality SWAP Scorecard, 6. With the PSEA Task Force, identify key gaps from the PSEA survey and develop a workplan to mitigate and promote a high level of compliance.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent degree) in sustainable development, social sciences, education or related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of eight years of experience in programme support.
Language: English required, Arabic is an asset.
