Duties and Responsibilities

1. Purpose.

Background

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Law Division, which is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs).

The Law Division also leads UNEP’s role as a secretariat to the Fifth Montevideo Programme on the Development and Periodic Review of Environmental Law (Montevideo Programme V or Programme). The Montevideo Programme V is a ten-year intergovernmental programme adopted by the UN Environment Assembly at its fourth meeting in March 2019. The Programme commenced in January 2020. It seeks to promote environmental rule of law, strengthen the related capacities in countries, and contribute to the environmental dimension of the 2030 Agenda for Sustainable Development.

In the second quarter of 2022, the secretariat will convene the resumed, in-person session of the First Global Meeting of National Focal Points under the Programme. The three-day event will provide an opportunity for National Focal Points to consider priority areas for the implementation of the Programme, address emerging issues in environmental law, and discuss partnerships and stakeholder engagement.

2. Objective:
Within this context, the general purpose of the consultancy is to support the work of UNEP in successfully implementing and delivering on the Montevideo V Programme, including supporting the organization of the in-person session of the First Global Meeting of National Focal points, contributing to UNEP’s functions as secretariat of the Programme, as well as undertaking and supporting the substantive environmental law activities to be implemented under the Programme at the request of Member States.

The consultant will directly report to the Head of the International Environmental Law Unit and will also work closely with colleagues from the Environmental Law Branch. In consultation with the Head of the International Environmental Law Unit, the consultant will be primarily responsible for the following activities:
(i) Organize and facilitate the in-person session of the First Global Meeting of National Focal Points and the second meeting of the Steering Committee for Implementation, including preparing meeting documents, drafting meeting reports, coordinating with different stakeholders, following up on organizational matters, inter alia.

(ii) Organize UNEP’s roles and functions as secretariat under the Montevideo Programme V, including facilitating engagement and communication with the Member States and stakeholders, implementing knowledge management and institutional capacity development tasks, inter alia.

(iii) Undertake substantive environmental law activities to be implemented under the Programme at the request of Member States.

(iv) Provide any other assistance within the context of the Montevideo Programme V, as required

The consultant will work under the general guidance of Senior Programme Manager International Law Unit in the Law Division.

Qualifications/special skills

Skills: Ability to work in a fast-paced, multitasking environment
Academic Qualifications: ✓An advanced university degree (Master’s degree or equivalent) in Environmental Law, International Law, Administrative Law or related areas of Law.
✓A first level (undergraduate) degree in Law alongside relevant work experience may be considered in lieu of the advanced degree.
Experience: ✓A minimum of five years of progressive experience in environmental law, public international law and/or sustainable development-related matters, preferably in an international context is required.
✓Experience in organizing and/or facilitating intergovernmental meetings is desirable.
Language: ENGLISH AND FRENCH OR/SPANISH ARE THE OFFICIAL UN LANGUAGES, for this consulting position.
Fluency in oral and written English is required.
