Duties and Responsibilities

A senior consultant with local knowledge, networks and expertise in the buildings and construction sector in Morocco is needed to support the Ministère de l'Aménagement du Territoire National, de l’Urbanisme, de l'Habitat et de la Politique de la Ville and its partners to undertake the planned activities for piloting an electronic building passport and developing a national action plan for the institutionalization of the Building Passport in the country. The consultant will work under the guidance of the Ministry and in close cooperation with international experts, national stakeholders and institutions.

The objective of the project is to carry out a digital Building Passport pilot in Morocco to support the Government in introducing a digital Building Passport in the country. In this regard, the assignment of the consultant is to lead and coordinate action on the ground and facilitate communication between UNEP’s international experts and stakeholders on the ground in order to achieve the following objectives:

(1) Successful implementation of the Building Passport pilot in Morocco
(2) Successful development of the Building Passport Action Plan for Morocco

The consultant will work with the Ministry, Al Omrane and the team of international experts and engage in regular coordination meetings. The breadth and quality of support will be monitored by the project team and assessed by his/her supervisor through regular calls and his/her submission and approval of expected deliverables.

The consultant will conduct the following activities:

Activity 1: Lead the organization of the pre-pilot workshop

• Support the Ministry for the establishment of the multi-stakeholder expert group.
• Dissemination of the pre-pilot workshop building data survey beyond organising partners and support the analysis of results from survey.
• Support the Ministry and its partners in the organization, preparations and delivery of the pre-pilot workshop.
• Drafting of workshop summary report.

Deliverable 1: Pre-pilot multi-stakeholder workshop outcome-based summary report

Activity 2: Collection of data and information on Moroccan policies and buildings for the baseline assessment report

• Collect information on relevant Moroccan building policies and needs for the development of the Building Passport Action Plan - collection of existing/available reports, data and analysis on Morocco’s buildings and construction sector, identification of data and information gaps,
• Draft a baseline assessment report based on the data and information collected on the Moroccan context with preliminary recommendations and priorities for the introduction of the Building Passport for the different building groups in Morocco.

Activity 3: Support the development of the pilot phase report

• Consult with key actors directly involved in the piloting of the building passport to collect feedback and lessons learned from the pilots.
• Support the international expert team in drafting the pilot phase report which together with the baseline assessment report will serve as basis for the development of the Building Passport Action Plan.

Activity 4: Lead the organization of the post-pilot workshop

• Support the Ministry and its partners in the organization, preparations and delivery of the end of pilot phase workshop.
• Support the presentation of the results and lessons learnt from the pilot phase and of the baseline assessment to the multi-stakeholder working group.
• Lead discussions for the preparation of the Building Passport Action Plan

Deliverable 3: Post pilot workshop outcome-based summary report

Activity 5: Lead the development and implementation of the Building Passport Action Plan

• Ensure effective coordination and communication between UNEP, international experts/partners and the Moroccan Ministry and in-country partners for the development of the roadmap/action plan.
• Facilitate coordination meetings and technical workshops/consultation with stakeholders for discussing strategies and actions for institutionalizing the Building Passport in Morocco.
• Draft the Building Passport Action Plan.

Qualifications/special skills

Special skills:
• Excellent knowledge and understanding of the buildings and construction sector in Morocco, successful track record in analysing the buildings and construction sector, including regarding environmental performance, climate change mitigation and adaptation, and the co-benefits of reducing the building sector’s emissions, and making it more resilient, efficient.
• Excellent knowledge of national and regional frameworks, networks, and initiatives regarding climate change and buildings and construction, their development, and their implementation, as they relate to the buildings and construction sector.
• Experience and knowledge of developing policy roadmaps.
• Ability to connect and adapt global and regional knowledge in these topics to national priorities in Morocco.
• Excellent Arabic, French and possibly English oral and writing skills.
• Ability to apply strong research skills in day to day work.
• Ability to coordinate inputs from a broad group of diverse stakeholders.

Additional Information

Education
Advanced university degree (Masters or equivalent) in architecture, economics, environmental or social sciences. A first level university degree in combination with fifteen additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD or engineer diploma in a field related to sustainable buildings and construction is a plus.

Experience:
A minimum of fifteen years professional experience, including some related to communicating advocating/lobbying for sustainability in the buildings and construction sector, climate change, and resource efficiency. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Prior experience or exposure to working with UN agencies are desirable.

Languages:
Fluency in written and spoken French and Arabic is essential. English would be a considerable asset.
