Duties and Responsibilities

I. ABOUT THE ORGANIZATION

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

Within UN Habitat, the Urban Practices Branch supports governments and local authorities with tested approaches, guidelines, and tools to plan the growth of cities in an inclusive, sustainable, and future-proof way, in tune with social, cultural, economic, and environmental concerns and particularities. The Branch has five areas of work which are closely related: (1) Policy, Legislation and Governance, (2) Urban Basic Services, (3) Land, Housing and Shelter, (4) Planning, Finance and Economic Development, and (5) Human Rights and Social Inclusion.

The work of the Policy, Legislation and Governance Section (PLGS) focuses on a broader framework through different scales (metropolitan, regional, national and trans-national). The Section plays a critical role in implementing the Agency’s Strategic Plan, flagship programmes, the relevant Sustainable Development Goals and the New Urban Agenda. The Section works with and in collaboration with other parts of the agency (both at Headquarters and in the field) to support national and local governments and partners. The Section fosters high impact initiatives, programmes and projects that draw from its world-class expertise and knowledge to deliver timely, fit-for-purpose and targeted solutions. The Section serves as the Agency’s focal point and global solutions center of excellence on Urban Policy, Legislation and Governance. The Section conducts activities in knowledge management, tools and frameworks development, capacity building, policy dialogue, and advisory services.

PLGS is seeking the services of a consultant to advice its work on National Urban Policy, governance and Urban-Rural Linkages.


II. OBJECTIVE OF THE CONSULTANCY

The consultant will contribute to the development and implementation of activities, projects and programmes related to UN-Habitat’s Policy, Legislation and Governance Section (PLGS). In particular:
• Contribute to advancing the National Urban Policy Programme
• Develop and strengthen partnership on Urban-Rural Linkages
• Develop and implement smart cities and digital governance activities
• Undertake project management support


III. SELECTED RESPONSIBILITIES/ACTIVITIES

III.1. NATIONAL URBAN POLICIES

For this area of work, the specific tasks of the consultant will include:
i. Prepare Concept notes and project proposals to support the implementation of National Urban Policy Programme
ii. Draft concept and background document for the 4th Conference on National Urban Policy in collaboration with OECD and Cities Alliance
iii. Analyse and visualise the Global National Database to produce a NUP Database illustrated
iv. Assist in the project management of the Global National Urban Policy Programme
v. Draft a Guide on linking National Urban Policies and National Development Planning.
vi. Undertake spatial analysis and mapping for projects in various countries including Nigeria, Cameroon and Liberia


III.2. PARTERNSHIP AND URBAN RURAL LINKAGES

For this area of work, the specific tasks of the consultant related to the urban-rural linkages particularly in China, Asia-Pacific and Europe will include:
i. Serve as contact liaison with Songyang County to implement the work plan and the post-IFURL2
ii. Prepare spatial analysis method for visualizing urban-rural linkages;
iii. Develop partnerships in China, Europe, USA and Middle East on URL and other topics
iv. Edit and layout selected documents
v. Prepare, edit and review, tools for data collection and analysis on URL;


III.3. SMART CITIES AND DIGITAL GOVERNANCE

For this area of work, the specific tasks of the consultant will include:
i. Develop funding proposal on smart cities, digital governance and digital citizenry;
ii. Undertake research tor the realization of a Massive Online Course on Digital Governance for a better public participation and urban services delivery in African cities;
iii. Review submissions for the research project on policy framework for digital resiliency in education for a better COVID-19 recovery in collaboration with School of Architecture Planning & Design in Morocco;
iv. Review case studies and best practices to support the setting up of the people-centered smart cities initiatives and solutions compendium;
v. Prepare work plan to advance work Smart Villages portfolio


III.4. PROJECT MANAGEMNET SUPPORT

The consultant will further assist PLGS in the following as might be required:
i. Review documents related to the National Urban Policy Programme, Governance, smart cities, urban-rural linkages activities and projects
ii. Review and edit selected Chinese documents.
iii. Provide inputs to fundraising efforts of the Section
iv. Prepare background and report documents for meetings, trainings events or workshops as appropriate;
v. Undertake data processing, GIS analysis and graphic design

IV. SUPERVISION
The Urban Policy/Urban engineering Specialist will be part of, and work with the Policy, Legislation and Governance Section located in UN-Habitat, reporting to the Section Chief of the PLGS and the Urban Practices Branch (UPB) Chief.

Skills:
Communication Skills:
• Demonstrable written communications skills including the ability to prepare reports, proposals, policies and procedures for diverse set of clients (e.g. private sector multinational corporations, NGOs, community organisations, etc.).

Computer skills: Basic knowledge of office software, e.g. Microsoft Office; other software for carrying out research and analysis such as Illustrator, AutoCAD, InDesign, Photoshop, ArcGIS or similar is an advantage.

Academic Qualifications: Education: A Master’s degree in engineering, urban planning, urban design, urban governance, urban geography, architecture, policy development and analysis, social science, or related field is required. A first level degree with an additional two years of experience may be accepted in lieu of the Master’s degree.

Experience: Professional Experience:
• At least 4 years of professional experience in one or more of the following fields: project management, urban development, urban design and planning, urban regeneration, urban governance, spatial analysis, and institutional capacity building is required.
• Experience in preparing concept notes, project proposals, background documents for workshops, and focus groups with diverse communities is an advantage.
• Extensive and demonstrable experience in researching urban issues is desirable.

Language: Fluency in spoken and written English is required. Knowledge of additional UN languages would be an advantage but not mandatory. For this position, fluency in written and oral in Chinese highly desirable as the consultant will be liaising with partners in China.
