Cadre organisationnel

This position is located in the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance globally under the direct supervision of the Chief of the Cybercrime and Anti-Money Laundering Section and under the overall guidance of the Head of the Global Programme on Cybercrime.

Responsabilités

Within assigned authority the incumbent will perform the following specific duties:

• Provide advanced substantive support in the development of capacity building, mentoring and technical assistance activities on prevention, detection, investigation and prosecution of cybercrime and crimes committed by means of technology, cryptocurrencies and darknets.

• Provide substantive support in the development of relevant technical and training materials, tools and capacity building packages related to counter cybercrime, cryptocurrencies and their linkages with opioids and drugs trafficking.

• Liaise with other UNODC programmes and projects by providing support and cooperation in the area of cybercrime and trafficking of drugs, arms, etc.

• Assist in organizing and facilitating international, cross-regional and national activities and meetings in countering cybercrime and the criminal use of cryptocurrencies.

• Cooperate and coordinate with field offices, regional sections and other sections at UNODC on implementation arrangements and provide detailed specifications for activities.

• Assist with cybercrime project management, including project planning and the implementation of strategies and activities as outlined in the project document by providing substantive and administrative support and inputs.

• Draft/prepare reports, inputs for reports and briefing notes as required for the use by other Sections, Branches and Divisions of UNODC or other UN Secretariat organizations.

• Maintain expertise on recent technical and policy trends in relation to cybercrime, cryptocurrencies and opioids and drugs.

• Provide backstopping and guidance on technical, substantive and administrative issues within the assigned technical assistance activities, programmes and projects.

• Monitor financial resources, budgets, the expenditures and utilization of funds in the assigned areas of responsibility including programme/project segments; draft parts of or contribute to the preparation of the necessary programme, project and budget documents and reports, such as progress reports, work plans, programme budget, programme performance reports, etc., ensuring compliance with UN financial rules and regulations and reporting requirements.

• Provide guidance to external consultants, government officials and other parties; draft mission summaries and mission-related documents.

• Prepare and/or assess draft programme and project ideas and documents for technical assistance in the assigned countries, regions or functional areas.

• Perform other work-related duties, as required.

Compétences

Has knowledge of policies and practices in international crime prevention related to cybercrime and relevant UNODC mandates. Has knowledge of programme/project administration and implementation. Formation

An advanced university degree (Master's degree or equivalent) in law, law enforcement/policing/intelligence, criminology, criminal analysis, forensics, computer science, or closely related field relevant to provided advanced services in the field of cybercrime is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible professional work experience in law enforcement, intelligence or criminal justice, with a focus on countering cybercrime (cyber-dependent or cyber-related crime) is required.

Work experience in delivering training, mentoring and/or technical advice on cybercrime is required.

Substantive experience in cybercrime threats, darknets and cryptocurrencies is required.

Experience in project management is desirable.

Work experience at international or regional level is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in another United Nations official language is an advantage.

This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
