Result of Service

NAFS programme is looking to commission a consultant to help taking SPAF II a step further towards policy elaboration and developing guidance notes for the implementation of the priority policy areas with focus on social protection. In addition, the consultant will support communicating SPAF II to the relevant stakeholders by developing an executive summary for the report and extracting key messages.

The duration of the contract is 3 months starting from the signature date of the contract.

Duties and Responsibilities

Under the overall supervision of the Programme Manager of the National Agenda for the Future of Syria Phase III Programme and in coordination with the Programme's Economic Affairs Expert, the consultant will be responsible for the following:
- Support steering the NAFS Social Protection Working Group by:
• Identifying key topics and areas to be discussed at the WG.
• Supporting the WG to develop a workplan with well-defined milestones.
• Developing the substantive inputs and background information and notes to be presented within the working group to advance its work plan. These include but not limited to defining the key aspects of a social protection strategy in Syria and the main relevant implementable priority policies, in addition to developing the guiding steps for implementing two of the defined implementable priority policies.
• Developing the WG meetings agendas and brief notes about progress of the meetings in addition to extracting the relevant conclusions.
• Developing up to Two brief policy papers or comparatives around a relevant topic related to the SC.
- Review the key messages documents and presentations for SPAF II based on the recent updates introduced to the document by NAFS programme.
- Respond to NAFS programme, ESCWA, and CSS comments with regards to the publication of
SPAF II.
- Draft an executive summary of the full SPAF II report and key messages per chapter highlighting the main issues, findings, priority policies and takeaways.
- Address NAFS feedback on the produced documents and produce final versions of these documents.

Qualifications/special skills

Skills: Proven knowledge of the Syrian economy and Syria's economic and social sectors and institutions. Prior engagement with ESCWA and / or the UN system is preferable101
Academic Qualifications: Higher level degree (preferably a PhD) in economics or a related area
Experience: A minimum of ten years of experience in economics is required, preferably with relevant development policy and sector-specific research
Language: Fluency is required in English and Arabic
