The purpose of this assignment is to support the activities of the Civil Society Unit. In particular, the Contractor will provide support in the application process for the SE4U online course, support the coordination of participants throughout the online course, assist with management of the course materials, support in the drafting of the course report and in facilitating networking events for the participants.

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectively.
At the ninth session of the Conference of the Parties, held in Vienna from 15 to 19 October 2018, Resolution 9/1 was adopted, entitled 'Establishment of the Mechanism for the Review of the Implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto'. In operative paragraph 53, Member States recognize that NGOs take on a crucial role in countering organized crime and committed to promoting fruitful engagement with relevant stakeholders, including non-governmental organisations, the private sector and academia. UNODC has long partnered with CSOs in policy development and in the implementation of its global, regional and country level programmes and projects. In particular, the UNODC Civil Society Team manages activities with umbrella CSO networks to ensure their members’ active participation and involvement in the UNODC mandate areas. Through the GLOU68 programme, UNODC specifically works to facilitate meaningful participation of relevant stakeholders in the UNTOC Review process.
In order to ensure meaningful engagement with relevant stakeholders in the implementation of In order to ensure meaningful engagement with relevant stakeholders in the implementation of UNTOC, the UNODC Civil Society Unit (CSU) is implementing the project Stakeholder Engagement for the UN Convention against Transnational Organized Crime (UNTOC) – SE4U, its review mechanism and related activities. The Project’s main objective is to facilitate broad and inclusive engagement of non-governmental stakeholders’ (NGOs, private sector, and academia) in the implementation of the UNTOC Review Mechanism, with the view to supporting Member States in a successful implementation of the Convention in accordance with Resolution 9/1, including through “constructive dialogues”.
As part of the project, a training Toolkit has been designed for dedicated workshops (online and in-person). The aim of the workshops is to prepare NGOs, academia and the private sector for the UNTOC implementation review mechanism, including a strategic component on how they can constructively work with Member States. Following the delivery of three training workshops for the Americas, Africa and Europe, and Asia using the Toolkit, the CSU has designed an online self-paced eClass of the same workshop. The Toolkit and the eClass content have been translated into Arabic, French and Spanish to allow greater accessibility.
Under the direct supervision of the Programme Officer, the contractor will support the following component of the SE4U project in Spanish language:
• SE4U online course on the UNTOC and its Review Mechanism.
Academic Qualifications: - High school diploma or equivalent is required.
Experience: • A minimum of five years of relevant working experience in developing and delivering team-based trainings/courses within a multi-cultural environment and for international organizations is required.
• Experience working on transnational organized crime issues at the global level is required.
• Familiarity with the UN Convention against Transnational Organized Crime, its Protocols and Review Mechanism is required.
• Knowledge of the curricula and knowledge products supporting the stakeholder trainings of UNTOC is desirable.
• Experience in developing and offering curricula or toolkits is desirable.
Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written Spanish is required. Knowledge of another official United Nations language is an advantage.
