Duties and Responsibilities

1. Background of the Assignment:

The main objective of the Regional Programme (RP) (2016-2021) is to continue to enhance the rule of law and human security across the Eastern Africa region, through activities specifically tailored to combat existing challenges and address emerging threats. UNODC continues to support interventions to achieve security, justice and health priorities in the region by delivering legal and technical assistance to address transnational organized crime (TOC), corruption, terrorism, criminal justice and police reform, access to justice, and HIV and drug use prevention, treatment and rehabilitation. This Regional programme will further serve as a framework for action to support Member States in achieving the new Sustainable Development Goals (SDGs) as they pertain to UNODC’s mandate. UNODC ROEA mainstreams matter of gender and youth across programme design and implementation. Specific programmes address the overall risks and vulnerabilities of youth to crime and drugs.

Building on the outcomes and the youth declaration of the UNODC National Youth Conference on Good Governance, Integrity and Anti-corruption in Nairobi December 2018, UNODC ROEA intends to develop a Regional Youth Programme (2019-2024) that cuts across UNODC’s mandate areas of Crime Prevention, Prevention and Care Prevention, Treatment and Care of Drug use disorders and HIV prevention among PWU/IDS, the role of youth in PVE/CVE, Anti-corruption, Education for Justice and Trafficking in Persons.

The Economic and Social Council (ECOSOC) Resolution 2016/18 on Mainstreaming holistic approaches in youth crime, highlights the benefit of providing, where necessary, a socially and emotionally safe and supportive environment for the empowerment of young people in order to prevent the recruitment and involvement of youth in any kind of violent crime.
Further Commission of Narcotics and Drugs (CND) Resolution 61/2 on strengthening efforts to prevent drug abuse in educational settings, recognizes the need to work with children and youth in multiple settings, including educational and non-educational settings, with a view to preventing drug abuse among children and youth.

UNODC objective is to ensure that Member States have an enhanced rule of law and improved human security, particularly through cross-sectoral responses based upon multi-stakeholder partnerships, and an enhanced capacity to meet their security, justice and health priorities under the Sustainable Development Goals of which youth feature particularly in SDGs 3, 8, 11 and 16 as well as goals 5, 6, 10, 14, 15, and 17.

Thus, looking towards a sustainable global future, we should ensure the capacity of African youth is not diminished, especially through inspiring and guiding them to become key leaders in their communities and countries. Young people can lead and create innovative solutions to global problems such as these, driving and inspiring progress economically, socially and politically. The youth are a demographic necessary to invest in, and in crafting solutions to global issues, their inclusion should be given top priority. Therefore, UNODC ROEA intends to implement a regional youth programme that cuts across UNODC’s mandate areas.


2. Purpose of the assignment:

The purpose of the assignment is twofold:

• To develop and coordinate the implementation of the Regional Youth Programme in Eastern Africa
• To assist in forming strategic partnerships with governments, civil society, UN agencies, private sector and development partners on the youth agenda in Africa. This will also entail fundraising for the projects and programmes within the Youth programme.



3. Specific tasks to be performed by the consultant:

Under the overall supervision of the Regional Representative in the UNODC Regional Office for Eastern Africa (ROEA) and the direct supervision of the UNODC ROEA Head of the Criminal Justice Programme, and in close cooperation and consultation with governments, private sector and other partners, the consultant will perform the following duties and responsibilities:

• Design and development of youth projects, write concept notes and project document, project management duties for execution of projects, including tracking overall project progress, communicating with partners and stakeholders, donor reporting and project review.
• Develop the regional expansion strategies for youth projects with a special focus on island states in eastern Africa.
• Implement activities for the “Education for Justice” initiative under the Implementation of the Global Programme for the Doha Declaration in the East Africa region and responses to COVID-19.
• Coordinate and Implement the Urban Safety Governance Approach follow up activities
• Coordinate and implement the education programme for children in conflict with the law and the designing dreams project
• Organize stakeholder meetings, side events, conferences and youth workshops to enhance the role of youth in design-making, policy formulation, implementation and monitoring of UNODC youth projects
• Coordinate activities of the Africa Young African Parliamentarians Network and cross-cutting activities with anticorruption
• Fundraise for the regional youth programmes

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in psychology, sociology, international development, international relations, community development or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• A minimum of 7 years relevant work experience with youth, vulnerable groups, work in prisons and the criminal justice is required.
• Experience in the field of community-based youth peer support programmes is desirable.
• Experience of networking and forming development/poverty alleviation groups or strategic partnerships is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations Secretariat language, is an advantage.
