Org. Setting and Reporting

This position is located in the Office of the United Nations Special Coordinator for Lebanon (UNSCOL) in Beirut. Beirut is classified as a "C" hardship duty station and a family duty station. The incumbent reports to the Head of Mission/Special Coordinator for Lebanon. Mandate: UNSCOL follows up on the implementation of Resolution 1701 (2006), the resolution that established a cessation of hostilities at the end of the 33-day war between Lebanon and Israel in the summer of 2006. UNSCOL coordinates with the Government of the Lebanon, donors and international financial institutions in line with overall objectives of the United Nations in Lebanon, notably, to promote long-term stability in the country, and offers political guidance to the United Nations system in Lebanon on all these matters.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:
• Supports the Special Coordinator in the implementation of the Mission's mandate as given by the Security Council.
• In consultation with the Chief of Staff and the Political and Coordination Units, ensures the Head of Mission is duly advised on the political implications of developments and trends in Lebanon and the region; recommends solutions/possible action by the United Nations.
• Provides guidance and advice on assigned issues to the Special Coordinator and the Chief of Staff.
• Helps ensure coherence of political messaging within UNSCOL and the UN.
• On behalf of the Special Coordinator, liaises and maintains close working relationships with officials of state institutions, political parties, civil society organizations, religious actors, diplomatic community and relevant UN entities.
• Accompanies and supports the Special Coordinator in her engagements relating to conflict prevention and resolution, election administration, political and governance institution-building, civil society support work, etc.
• Pursues an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the mission.
• Processes, and as required drafts, for the Special Coordinator’s signature official correspondence as well as other documentation including code cables and reports to the Security Council.
• Assists in planning, coordinating and supporting programmes, projects and activities requiring mission and/or interagency involvement and participation.
• Coordinates with the Chief of Staff to enable substantive support to the Special Coordinator in the formulation of the programme of work, budget and medium-term plan of the mission.
• Performs other duties, as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, conflict resolution, or related area is required.

Experience working in an international organization is desirable.

Experience working in a post conflict environment is desirable.

Experience in the Middle East region is desirable.

Experience working in/with front office is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of French and/or Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by an interview.

Special Notice

• This position is temporarily available until 31 December 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
