Result of Service

The consultancy is intended to provide substantive and logistical support to the development of Voluntary Local Reviews of SDG implementation by local governments in the Chaco region in Paraguay.
The aim of the work is to build the capacities of local government officials and stakeholders, including indigenous communities in localizing the SDGs and in monitoring and reviewing their progress by supporting the VLR process.

120 working days over a period of 10 months with an estimated start date of 02 February 2022.

Duties and Responsibilities

The consultant is required to provide coordination support and substantive inputs to the development of the VLRs with the following duties and responsibilities:
- Provide substantive and logistical support for national and local workshops on the development of the Voluntary Local Review;
- Support local stakeholder engagement workshops in participating municipalities conducting their VLRs;
- Provide local governments with substantive supporting inputs to the VLR process, such as mappings of data sources, institutional arrangements, relevant stakeholders and efforts to leave no one behind, in participating municipalities;
- Serve as a coordinator of VLR efforts in El Chaco region and liaise between UN DESA’s Division for Sustainable Development Goals, UN Resident Coordinator’s Office and participating local governments.

Qualifications/special skills

- At least 4 years of relevant professional experience in policy support, coordination and capacity building for development planning and implementation, of which at least 3 years of specific experience in the Western Region of Paraguay (Chaco) is required;
- Excellent knowledge of the United Nations 2030 Sustainable Development Agenda and its Sustainable Development Goals (SDGs) is required;
- Knowledge of the development challenges facing the Western Region (Chaco) and of the most relevant actors (public institutions, private sector, indigenous, Mennonite communities and other diverse communities, NGOs, international organizations) in the region is desirable;
- Previous experience with the United Nations and/or its agencies, funds and programmes is desirable;
- Commitment and professionalism, strong analytical and communication skills and ability for teamwork;
- Excellent oral and written command of Spanish, Knowledge of Guaraní and/or other indigenous languages and of English is desirable.
- Bachelor’s degree in law, social science or related field.
