Result of Service

1) A realistic and achievable methodology plan, which will allow the consultant to complete the project within the timeframe of the Consultancy.
2) An analysis that includes observations and recommendations for the implementation of the protocols to investigate violations of the rights to life and personal integrity in the BRV, with an emphasis on the investigation of command responsibilities.
3) A workshop with relevant authorities on the implementation of the two protocols.
4) A roadmap based on the recommendations agreed with relevant authorities with a checklist of measures that should be implemented by each relevant authorities.

Duties and Responsibilities

The consultant is expected to accomplish the following tasks:
• Define a methodology and roadmap of actions for the implementation of the protocols. OHCHR will present both documents to relevant authorities for feedback and comments. The documents will include a timeframe as well as the contribution expected from each relevant institution for the adoption of the protocols.
• Interview key actors including authorities, civil society, victims, lawyers, academia, international organizations and the Ombudsman Office, in order to summarize the main opportunities and obstacles (legal and practices) for the implementation of the protocols to investigate violations of the rights to life and personal integrity in the BRV with an emphasis on the investigation of command responsibilities.
• Identify best practices and lessons learned in other countries in relation to the investigation of command responsibilities.
• Organize and execute one training with relevant key stakeholders on the implementation of the two protocols.
• Elaborate a roadmap of main measures, practices and regulations that could be implemented for the improvement of the ability to investigate violations of the right to life and personal integrity with regards to command responsibilities.
• Present and discuss with key actors findings and recommendations for the implementation of the protocols based on international standards and best international practices. Incorporate observations of these key actors for the final product.
• Performs other related duties as required by the project.

Qualifications/special skills

Academic Qualifications: Advanced degree in law, political science, international relations or related field
Experience: A minimum of 7 years of work experience in criminal procedure law or criminal law and international human rights field is required.

Experience with implementation of international criminal law standards at the national level is required.

Experience with justice reforms in Latin America or other regions desirable.

Experience preparing and providing workshops and seminars for government officials is desirable.
Language: Fluency (oral and written) in Spanish, English desirable.

Communication: experience communicating and working on a highly sensitive political environment and sensitive counterparts.
