Cadre organisationnel

This position is located in the Front Office of the Executive Secretary (ES) of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland.

Under the direct supervision of the Executive Secretary of UNECE, the incumbent is responsible to ensure the smooth and efficient running of the Front Office.

This position is temporarily available for an initial period of six months starting on 1 March 2022, with possibility of extension, subject to needs of the Organization. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Responsabilités

Within limits of delegated authority and depending on the needs of the ES, the Staff Assistant will be responsible for the following duties:

- Receives, reviews and registers all incoming mail, bringing urgent and current matters to the prompt attention of the Executive Secretary together with relevant background information; handles the redistribution of invitations or requests for technical assistance, as appropriate, and coordinates and monitors follow-up action and deadlines.
- Receives and reviews all outgoing correspondence submitted for signature by the Executive Secretary, ensuring format and presentation, supporting documentation, etc. making and distributing copies of relevant correspondence to officers concerned.
- Drafts and checks routine correspondence, statements or any other type of document requested; prepares, processes and classifies confidential information.
- Manages incoming e-mails addressed to the Executive Secretary, screens and redirects these to appropriate staff, and prioritizes urgent communications for the Executive Secretary's attention.
- Maintains and updates subject and chronological filing system both physical and electronic; establishes and implements a system of electronic mail boxes to ensure a comprehensive electronic filing system for electronic mail messages; retrieves information prior to attendance at meetings.
- Arranges meetings and appointments with visiting government officials, permanent representatives of missions and representatives of UN agencies and other organizations; maintains agenda, rescheduling appointments as and when necessary; ensures up-to-date information and related documentation is at the disposal of the Executive Secretary for each meeting.
- Answers and screens telephone calls, redirecting when necessary to senior staff dealing with the subject matter, prioritizes urgent communications for the Executive Secretary's attention.
- Takes care of protocol issues for the Executive Secretary (receptions, drivers, etc.); keeps record of movements of Directors and Chiefs of Programmes.
- Initiates, reviews, processes and follows-up on actions related to the administration of the office. Makes travel arrangements, (prepares travel authorizations, visa formalities, hotel accommodation, travel expense reports); prepare files in connection with attendance at meetings in and outside of Geneva and draws up travel schedule accordingly.
- Provides support to administrative support staff on Umoja, office procedures and systems.
- Serves as Budget Focal point for the Office of the Executive Secretary and is responsible to coordinate the budget submission and for monitoring expenditures.
- Organizes team building activities.

Formation

High school diploma or equivalent is required.

Expérience professionnelle

A minimum of seven years of qualifying experience in administrative and office management or related area is required.

At least three years of experience in assisting senior UN common system officials involving wide contact with diplomatic personnel, various offices of the UN Secretariat and overseas offices of the UN at large is desirable.

Experience with ERP systems such as Umoja and Inspira is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat; and Russia is a working language of ECE. For the position advertised, fluency in English is required; and knowledge of Russian is desirable. Knowledge of French is also desirable.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

• This position is temporarily available for an initial period of six months starting on 1 March 2022, with possibility of extension, subject to needs of the Organization. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
