Result of Service

The national consultant will facilitate the use and ensure the sustainability of Reform Tracker for Trade Facilitation in Mongolia. The national consultant will contribute to the sustainable work of Working Group with Action plans 2022-2025 for the Reform teams.

Duties and Responsibilities

Under the supervision of the project manager of the below mentioned UNCTAD project and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the National Consultant will work in the framework of the following UNCTAD project:

TJBI on "Strengthening national capacities to ensure a coordinated implementation of the WTO Trade Facilitation Agreement" (BMZ-No. 2020.5252.0)", financed by the Government of the Federal Republic of Germany. The project is implemented in Mongolia.

The national consultant will support the Secretariat of the National Trade Facilitation Committee (NTFC) and lead the implementation of the Reform in Mongolia, and she/he will:

- Train members of the NTFC, Reform teams, administrators, and users in the use of the Reform Tracker
- Identify and introduce into the Reform Tracker measures going beyond the Agreement on Trade Facilitation (TFA) of the World Trade Organization (WTO)
- Elaborate action plans 2022-2025 for each Reform Team with tasks or activities to accomplish the reforms contained in the reform tracker and section beyond the TFA
-Identify and verify the users and administrators of each reform team
- Organize and facilitate all meetings of the Reform Teams and NTFC working groups
- Complete the development of action plans for each working group or reform team
- Follow up with users, reform teams and working groups
- Update information on the progress of the work of each working group in the Reform Tracker of the country concerned
- To train the NTFC Secretariat or the entity responsible for the Reform Tracker management
- Undertake Monthly reporting on the activities
- Other activities the project manager deems necessary for accomplishing the final outputs

Qualifications/special skills

Academic Qualifications: Advanced university degree, Master, in economics, law, development, or any related
field.
Experience: At least 2 years of relevant experience in trade. Experience in international trade, trade facilitation measures, customs measures, and/or working with developing countries with experience in conducting research, preparing presentations, surveys, documents, and training material is desirable.

Experience as a member of a National Trade Facilitation Committee or in the implementation of trade facilitation reforms is an asset.
Language: Fluency written and oral in English is required.
