The international consultant will support the coordination of the care economy stream and the implementation of phase 3 of the Development Account Project Strengthening Social Protection for Pandemic Response.

Duties and Responsibilities

The United Nations (UN) Secretary-General’s report on “Shared responsibility, global solidarity: Responding to the socio-economic impacts of COVID-19” (March, 2020) calls to action, for the immediate health response required to suppress transmission of the virus to end the pandemic, and to tackle the many social and economic dimensions of this crisis. Sustainable solutions to cope with the impact of COVID-19 must prioritize the critical need to cushion the knock-on effects on millions of people’s lives through, amongst others, scale-up of social protection. It is, above all, a call to focus on people – women, youth, low-wage workers, small and medium enterprises, the informal sector and on vulnerable groups who are already at risk. These issues cut across all regions – Asia and the Pacific, Africa, Europe, Latin America and Caribbean, and Western Asia.
The Development Account project works to support governments to scale up and expand resilient and pro-poor social protection systems to respond to immediate socioeconomic impacts of the pandemic. The project is being implemented through three streams with the aim to to strengthen national capacities to design and implement social protection policies, with a human rights and gender perspective, for rapid recovery from COVID-19 creating increased resilience, especially of the vulnerable populations, to future exogenous shocks.

One stream of the project aims at Strengthened care economy policies for the recovery. This workstream addresses gender inequalities that have been exacerbated by COVID-19, by developing innovative capacities and cooperation mechanisms to better integrate the care economy into social protection and other public policies.

Duties and Responsibilities
To support the coordination of the care economy stream of the project and coordinate actions among the five UN Regional Commissions an international consultant with expertise on public gender policies will be hired. This contract aims to support the implementation of the project in its management and institutional aspects, and substantive when required, as well as liaison among regional commissions and government counterparts.

Qualifications/special skills

Academic Qualifications: university degree in social sciences, sociology, political science, economics, among others. Graduate degree in social sciences is desirable.
Experience: Work experience in care economy issues and gender public policies. Project management experience. Work experience with different UN Regional Commissions and agencies.
Language: Spanish and English required.
