Work Assignments & Outputs

The SEA circular Website Manager consultant will work under the direct supervision of the SEA circular Project Coordinator. The consultant will deliver numbers of outputs as below:

1. Development of the website to fit new needs to increase more online presence of the project activities and outcomes with improved website performance
2. Ensure regular website mapping, directing, linking and logical flow are in order as well as troubleshoot the website and constantly improve the user experience of the website
3. Develop new pages and integrate with social media as well as sections for training resources
4. Technical development/improvement to ensure good site structure and navigation, ensuring website mapping, directing, linking and logical flow are in order; Securing & migrate website hosting and domain ownership
5. Regular tracking of web analytics;
6. Migrate all existing content to the new domain
7. Preparation of a summary report on website development and maintenance, also encompassing updated system taxonomy, and training (as needed) for project team members for continued site maintenance
8. Prepare website manual

Outputs: SEA circular website technical development and maintenance

This will include:
Development of the website to fit new needs as the project requires more online presence, including through the development of new pages and social media integration (e.g. YouTube, Twitter and other social media platforms); development of section for Training Resources; and creation of a members-only area of the website accessible with individual login credentials for document management; Technical development/improvement to ensure good site structure and navigation, ensuring website mapping, directing, linking and logical flow are in order; Securing & migrate website hosting and domain ownership; Providing recommendations on further development of the projects online knowledge repository including technical requirements; Regular tracking of web analytics; Preparation of a summary report on website development and maintenance, also encompassing updated system taxonomy, and training (as needed) for project team members for continued site maintenance; Prepare website manual

Deliverables:
a. Technical development of the site and reorganize the SEA circular website homepage with user-friendly navigation bar
b. Ensure website mapping, directing, linking and logical flow are in order
c. Troubleshoot the website and constantly improve the User Experience (UX) of the website.
d. Create and upload new content on the website with improved website performance
e. Exhibitor section with links to exhibitor websites
f. Develop new pages and integrate with social media (e.g. YouTube, Twitter, Instagram, Facebook etc) and link up
g. Develop sections for Training Resources, multimedia, and publications
h. Creating members-only area of the website accessible with individual login credentials for document management
i. Securing & migrating website hosting and domain ownership
j. Migrate all existing content to the new domain
k. Providing recommendations on further development of the projects online knowledge repository including technical requirements
l. Regular tracking of web analytics and provide weekly update
m. Prepare a summary report on website development and maintenance, also encompass updated system taxonomy, and training (as needed) for project team members for continued site maintenance
n. Back up files from websites to local directories for recovery
o. Prepare website manual
p. Perform other ad-hoc and need-based duties
q. Handover

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The project "Reducing marine litter by addressing the management of the plastic value chain in South-East Asia" (SEA circular) is implemented by the UNEP Regional Office for Asia and the Pacific and the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA), with support from the Government of Sweden. The project runs from August 2018 to December 2022 and aims to reduce marine plastic litter by ensuring that less plastic is wasted in the face of largely inadequate waste management systems in the region. The project leverages the COBSEA intergovernmental mechanism and contributes to achievement of the COBSEA Regional Action Plan on Marine Litter (RAP MALI).

Project activities take place in six target countries (Cambodia, Indonesia, Malaysia, the Philippines, Thailand, Viet Nam) with knowledge sharing across all nine COBSEA countries (incl. PR China, Singapore, Republic of Korea) in four output areas:
Output 1: Market-based solutions in the way plastic is managed are promoted and demonstrated, including effective business incentives for reducing single-use and hard-to-recycle plastic and improving recovery and recycling.
Output 2: Strengthening the scientific basis for effective decision-making, by identifying and closing research gaps, and building national capacities to monitor and assess the sources, flow and impacts of marine litter in line with global guidelines and COBSEA regional guidance on harmonized monitoring programmes.
Output 3: Outreach on marine litter and plastic pollution raises awareness to promote behavioural change among consumers and businesses, and to create an enabling space for policy development.
Output 4: Regional networking and leveraging COBSEA regional mechanisms to strengthen regionally coherent national marine litter planning, engage constituencies and facilitate multi-stakeholder knowledge exchange, including coordination with regional frameworks such as the Association of Southeast Asian Nations (ASEAN).

The SEA circular Website Manager Consultant will manage the SEA circular website and migrate all existing content to new SEA circular microsite integrated with UNEP website

Objective:
To undertake SEA circular website development that includes leading the process of migrating the SEA circular website under original UNEP website with a sustainable solution to migrating maximum information to the new address. Additionally, s/he will oversee the functionality of the website, evaluate and manage website performance, facilitate hosting and server management, and develop, maintain and update website content. The SEA circular Website Manager Consultant reports to the SEA Circular Project Coordinator and works

Qualifications/special skills

Skills: Demonstrated excellence in communications, content creation and writing skills

Academic Qualifications: University degree in computer science, IT, graphic design or communication

Experience:
• Degree in computer Science, IT, graphic design or communication.
• Minimum of 5 years of experience in developing, managing and administering CMS systems and developing web-based tools.
• Strong understanding of UI, cross-browser compatibility, general web functions and standards.
• Experience in planning and delivering software platforms used across multiple products and organizational units.
• Deep expertise and hands on experience with Web Applications and programming languages such as HTML, CSS, JavaScript, JQuery and API's.
• Deep functional knowledge or hands on design experience with Web Services.
• Being familiar with a variety of coding languages such as HTML, JavaScript, Ruby on Rails, and C++
• Great understanding of Search Engine Optimization (SEO) and Paid Per Click (PPC).
• Hands-on experience of website migration and developing a micro-site
• Excellent content creation and writing skills.
• Written and spoken proficiency in English.
• Excellent organizational skills, service-mind, punctual, self-motivated, proactive, reliable and demonstrated ability to work in harmony with staff members of different national backgrounds.
• Respect for the principles of the United Nations.
• Working experience with UN agencies is an advantage.

Language: Fluency in oral and written English is mandatory. Knowledge of another official United Nations language is an advantage.
