Result of Service

The content of the existing website will be migrated from the existing platform (DotNetNuke) to Drupal 9 to align with the United Nations standard for web content management systems for divisional websites.

The contract will be for a period of four months, from mid-February 2022 to mid-May 2022 with possibility of extension.

Duties and Responsibilities

The Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UNDESA), whose mandate is to strengthen the capacities of developing countries, especially the least developed countries (LDCs) and small island developing states (SIDS), to mobilize public institutions to foster effective, efficient, transparent, accountable, inclusive, innovative and citizen-centred governance towards the implementation of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs), maintains a website This website contains information about the division’s mission, organizational chart and key activities and products of the division such as latest news on divisional events, information on the annual the Committee of Experts on Public Administration (CEPA) meetings, information on the UN e-Government Survey, the World Public Sector Report and the UN Public Service Awards (UNPSA) programme, links to the UN e-Government Survey and UNPSA databases and assessment tools, as well as a calendar of events which contains information on webinars/seminars/workshops that DPIDG has held.

The content of the existing website needs to be migrated from the existing platform (DotNetNuke) to Drupal 9 to align with the United Nations standard for web content management systems for divisional websites. In this context, DPIDG requires the services of an individual contractor to conduct this migration.

Under the supervision of DPIDG, the individual contractor will implement the following:

Stage 1: Website Design, Development and Data Migration

1. Review the technical specifications provided by the UN Office of Information and Communication Technology (OICT) of the versions of the software such as Drupal, PHP, and mySQL; Set up a bug/error tracking system for systematic review of feedback from DPIDG and tracking of progress in addressing errors;
2. Develop a mock-up of the design of the new website to improve the visual look, user friendly layout and taxonomy to make it easier for users to navigate and for visitors to find the content they are looking for after having assessed the needs on the current content of the website with DPIDG staff and in coordination with the Office of the Director. Create an integrated news and calendar of events and improve the document publishing on the website. This includes visibility for content type such as events, news filtered by topic.
3. Implement the technical specification in Drupal 9 following the UN web guidelines at and requirements from OICT and install any necessary Drupal extensions and patches to ensure that DPIDG platform meets all security requirements, and provide a link to the mock website so the technical staff members in the division can conduct a user acceptance test.
4. Migrate the current content to Drupal 9, making sure that the website is accessible, supports multilingualism and mobile-responsive with upgraded search functions and integrated Google Analytics and social media platforms.
5. Work with DESA Strategic Planning and Communication Services (SPCS) with the migrated data from the current site and have the technical staff members in the division conduct another user acceptance test, OICT can conduct the security test and the Department of Global Communications (DGC) can conduct the review of the look and feel of the site to make sure it conforms to UN web standards; Ensure correct implementation of UN information security standards and procedures, including OICT security testing and review of the development site, and remediation of any issues found. UN IT security procedures must be followed, and code deliverable acceptance is subject to passing the OICT security tests. Any issues pertaining to the individual contractor’s work which are identified by the OICT security test and DGC’s branding test must be resolved by the developer;
6. Conduct user training to relevant staff members of the divisions on how to manage the Drupal 9 site as system administrators.
7. Draft a short how-to-guide manual, detailing the steps of updating and managing the website to ensure continuity following the conclusion of the assignment.

Stage 2: Deployment to OICT

1. Upon approval of user acceptance test and OICT security test, coordinate with SPCS and OICT to deploy the website into production environments;
2. Provide support to technical staff members in the Division as the website is deployed, including tweaking the design as needed to ensure smooth deployment.
3. Any other tasks, as required.

Qualifications/special skills

Academic Qualifications: Bachelors’ degree in information systems, computer science, communications, design, digital media or related field, or equivalent professional experience; formal training in computer science is preferred.
Experience: • At least 7 years of professional experience professional experience in the field of information technology or related area, in designing and developing web pages, SQL databases and application/database server maintenance is required. Extensive professional experience in developing websites specifically Drupal websites, developing Drupal modules,, HTML/CSS, and JavaScript skills is required.
• Experience in Drupal 8/9 development is required.
• Experience working with an international organization is preferred, previous experience with the UN is preferred.
Language: Strong communication skills in English (verbal, written) are essential.
