Org. Setting and Reporting

This position is located in the Standing Police Capacity (SPC) of the Police Division based in Brindisi (Italy) at the United Nations Global Center (UNGSC). The SPC is a UN Police mechanism for starting up police operations in new UN peace operations as well as assisting existing operations on a continual basis.

Under the direct supervision of a Team Leader in the SPC, the Telecommunications Officer assists in the development and implementation of law enforcement communication and information management systems.

The Telecommunications Officer is expected from time to time to be away from his/her duty station for a period up to three months. The incumbent ensures that the SPC, as it is deployed into the mission areas of UN peace operations, is prepared to support national law enforcement agencies in the control and identification of personnel, protection and dissemination of sensitive information, and planning and organization of operations through the effective and efficient use of IM hardware and software, as they may or may not be prevalent. This work is done in line with the strategic mission of the UN Police, which is to build institutional law enforcement capacity in post-conflict environments. The development and strengthening of law enforcement IM systems is the primary focus of the job.

Responsibilities

Within delegated authority, the Telecommunications Officer is responsible for the following duties:

•Designs various telecommunications networks; manages the design, installation and maintenance of telecommunications systems such as C band and Ku band satellite systems, digital microwave systems and video conferencing equipment. Interfaces and with the local host government Intelsat designated signatory and the Intelsat Headquarters, regarding permission to deploy plus commissioning and verification testing respectively.
• Drafts specifications and standards for equipment required;
• Implements telecommunications standards; ensures guidelines are complied with, and that schedules and deadlines are met;
• Manages the design, planning and installation of a wide range of HF, VHF and UHF equipment and develops any modifications or network changes;
• Manages the design, planning and installation of medium and high capacity telephone PABX systems;
• Plans and directs major telecommunications systems projects of significant importance to the Mission;
• Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance;
• Provides planning support for rapid deployment of communications networks and infrastructure at the inception of new missions or projects, including visiting sites for technical reconnaissance missions;
• Reviews the submission and processing of telecommunications requisitions for equipment supplies and spares;
• Recommends selection of the most suitable type of communications equipment;
• Coordinates with the communications assets management unit regarding the accountability of the inventory, the requisitioning system, ensuring minimum sparing and supplies levels, receiving and inspection of equipment, disposal of obsolete and defective items by property survey board action;
• Monitors the performance and service levels provided by contractors, ensures guidelines are complied with, ensures schedules and deadlines are met, takes action on any shortfalls recorded;
• Initiates contact with counterparts within United Nations agencies to maximize inter-agency collaboration;
• Manages and is responsible for the effective and efficient operation of all telecommunications networks located within the mission including individual units such as the Satellite, Microwave, VHF/UHF/HF, Telephone, Switchboard, Telephone Billing, Rigging, Communications Center and Office Equipment Units;
• Interfaces with local authorities and governmental offices to obtain telephone lines, frequency allocations, tower permissions, frequency allocations, and any other formality necessary to obtain and deliver telecommunications services to the Mission.
• Plans new telecommunications systems and networks; implements enhancements and upgrades required;
• Provides emergency communications capabilities in support of staff security and evacuation plans;
• Participates in writing reports on telecommunications related topics, network requirements and strategy.
• Oversees site surveys, site access applications, frequency coordination, radio coverage/link
feasibility analyses path profiles and propagation tests, ensuring all ancillary equipment and
accessories are compatible;
• Assist in developing relevant legislation, SOP, guidelines, policies and operational workflow of use of drones in the work of law enforcement.
• Ensures effective project management of the assigned projects by maintaining the delivery of appropriate technical and operational outputs, while tracking the project progress through monitoring, evaluation and reporting and maintains collaborative working relationships among key project partners and donors, through effective communication, consultation and reporting;
• Provides advice regarding complex projects or third line complex repairs required on any equipment;
• Performs other duties, as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in telecommunications engineering, electronic engineering or related field. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in telecommunications, electronic data transmission, network design or related area is required.

At least two (2) years experience providing services in the field of telecommunications, electronic data transmission, network design or related area to or in a field operation of the United Nations common system or comparable international organization is desirable.

Experience in national or international police or other law enforcement agencies is desirable.

Experience in operational use of drones is desirable.

Experience in project management and policy development is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Working knowledge of French is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
