Result of Service

•Based on findings of accessibility audit, formulate an accessibility action plan for UNSOM and UNSOS.
•Implement the findings identified in the accessibility audit, for example, ensuring that the UNSOM/UNSOS website for Somalia is accessible.
•Recommend ways of enhancing accessibility for persons with disabilities and to provide reasonable accommodation that enables individuals with disabilities to participate and exercise their rights on an equal basis with others in different contexts and venues, including office workspaces, capacity-building, travel, meetings and events;
•Ensure UNSOS/UNSOM has developed and adopted disability-inclusive evaluation guidelines and is able to mainstream disability inclusion throughout their evaluation processes;
•Formulate findings (including positive and negative features) from the assessments;
•Set out concrete steps and actions to be taken to improve accessibility, with a timeline for progressive implementation; and
•Conduct training on disability mainstreaming and accessibility audit to UNSOS/UNSOM senior management.

Duties and Responsibilities

With delegated authority, the consultant will undertake the accessibility audit to determine the extent to which persons with disabilities are able to access UNSOM/UNSOS services and facilities in the following areas: offices and premises; information and communication technologies; training and capacity development; meetings and events; employment; and security/emergency situations including evacuation;
•Carry out an accessibility audit to identify ways to ensure that goods and services provided are more accessible to persons with disabilities;
•In consultation with persons with disabilities, ensure that persons with disabilities and their human rights are reflected in mission strategic planning documents (covering both programme and operations);
•Ascertain if UNSOS/UNSOM have a disability- specific policy/strategy;
•Review and determine if there are adequate resources (financial and human resources) to undertake the UNSOM/UNSOS accessibility action plan;
•Review if UNSOS/UNSOM have in place measures to ensure access to and use of premises, facilities and equipment by all staff members with disabilities;
•Determine if UNSOS/UNSOM has established and implemented provisions, in existing buildings and grounds, for accessible routes, ingress, egress and signage, as well as accessible audio and intuitive wayfinding, including in emergency situations;
•Identify if the means used by the mission demonstrate that goods and services provided are more accessible to persons with disabilities;
•Review the procedure whether UNSOS/UNSOM staff are provided with reasonable accommodation upon request, for instance, if there are complaints, are they monitored and are emerging key issues being addressed, such as IT or software facilities;
•Review procedures in place to determine if people with disability have access to UN procurement processes are disability inclusive;
•Identify if UNSOS/UNSOM have taken appropriate measures to ensure access to information for staff members with disabilities as needed for the performance of their official functions;
•Review if UNSOS/UNSOM has an accessible and disability-inclusive procurement process across programmes and operations; have in place tools to ensure that goods and services acquired are accessible or do not create new barriers, or that the process itself is accessible to individuals with disability;
•Determine the criteria used to evaluate programmes undertaken by the UN in Somalia take into consideration disability inclusion issues/factors;
•Organizational culture-employment;
- Determine how to address low numbers in employment of people with disability and what the existing strategy in place to address it;
-Determine whether UN Security is aware of staff with disability and do they have mechanisms in place to ensure their safety, should there be need for evacuation or other threats;
•Assess numbers of Section pillar heads who have undertaken or plan to take sensitization training on disability issues or training opportunities available to UNSOS/UNSOM Staff at all levels in disability inclusion;
•Determine the content accessibility checklist for online content published by UNSOM and UNSOS and whether it is available or under development for use;
•Check the detail and appropriateness of the content of the guide on disability inclusive language prepared and disseminated to UNSOM/UNSOS staff.

Qualifications/special skills

Academic Qualifications: Advanced University degree in Organizational Development, Sociology, organizational psychology, Disability Studies, Public Policy, or other relevant Social Sciences. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Additional Information

At least seven (7) years of progressively responsible experience, in the areas of organizational psychology, in the field of disability or in related area is required. Experience on building capacity for supporting clients in implementing disability inclusiveness and reasonable accommodation. Familiar with disability inclusion issues and accountability framework, which include mainstreaming of disability activities, policies, and operations, and building capacity to support implementation of disability inclusive programmes/environment is desirable. Possessing excellent interpersonal and ability to engage and motivate a wide range of stakeholders.
Work experience with persons with disabilities and familiarity with UN Peace Operations is essential
