Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment". Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition

A consultant’s is required for the Global Environment Facility (GEF) portfolio of Climate Change Mitigation projects of Asia regional portfolio. The consultant will deliver on timely and quality of implementation of the regional portfolio as well as adherence to the project design outcomes and outputs. The Consultant will undertake technical reviews of project development for the GEF 8 cycle.

Under the supervision of the Asia Pacific Task Manager, the consultants tasks and responsibilities include:
o Prepare the Inception Workshops and Steering Committee Meetings, including information related to countries’ climate change, energy, and climate MRV,
o Coordinate project implementation and oversight and with the other relevant stakeholders within UNEP, especially the CBIT team, the Sustainable Mobility Unit team, and the Regional Offices.
o Organize quarterly review meetings with Country Project teams for monitoring the project. In critical projects organize monthly review meeting with Country Project teams.
o Undertake the 2022 PIR process for assigned projects
o Populate and monitor projects in UNEP corporate project management systems.
- Initiating newly internalized projects (CBIT Fiji, CBIT Thailand, EE Homes Thailand Project, SCIP India project)
o Organize meeting with Executing Agency (EA) to plan for the initiation of the projects.
o Work with the EA in establishing the project execution teams.
o Work with the EA in preparing and organizing the Project inception workshop.
- GEF approval of the CEO Endorsement and internalization of Sri Lanka EM project
o Work with Country Team in responding to GEF Sec comments and finalizing the CEO submissions.
o Prepare the internalization process of CEO endorsed project.
- Terminal Evaluation of LCEI Maldives project and EE Lighting Transformation Pakistan Project.
- Development of new projects in the Asia Pacific
o Undertake desk research needed for development of new concepts.
o Undertake research to provide inputs for the design of PIFs

Qualifications/special skills

Academic Qualifications:
• Advanced university degree in one of the following fields is required: Engineering, Environmental Sciences, Economic, Environmental Policy, Law or in a related field.

Experience:
• 5 years of experience in working in climate change mitigation/sustainable energy/sustainable urban development policies and programme development is required.
• Ability to undertake independent research in preparing country evaluations and policy papers is required.
• Experience in working with the Global Environment Facility (GEF) or a similar fund is required.
• Experience in working with developing countries and/or international organizations is desirable.

Language:
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.
