Duties and Responsibilities

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The Urban Basic Services Section of UN-Habitat is mandated to improve the access to urban basic services, including sustainable solid waste management by collecting data on municipal solid waste management, improving policies and guidelines in partnership with local, regional and national authorities, creating an enabling environment for promoting investments in sustainable waste management with a focus on the urban poor and increasing coverage of sustainable waste management services in communities.

The Urban Basic Services Section is also working towards the inclusion of the informal solid waste sector and its just transition in a global agreement on marine and litter plastic pollution. As especially in developing countries the informal solid waste sector is mostly responsible for recovery of resources and thereby also contributes to reducing marine litter pollution, the Urban Basic Services Section wants to highlight its contribution and role and to identify how the informal solid waste sector can benefit from a potential global agreement on marine litter and plastic pollution.

Reporting to the Human Settlements Officer, Urban Basic Services Section, the Waste Policy Consultant will be responsible for the following duties:

• Organize, facilitate and develop reporting on Expert Group Meeting on the topic
• Develop online questionnaire for informal waste sector and distribute through UN-Habitat’s and partners’ networks, including Global Partnership on Marine Litter (GPML)
• Develop online questionnaire for formal waste sector and distribute through UN-Habitat’s and partners’ networks, including GPML
• Analyse and summarize responses from above mentioned questionnaires
• Draft report based on findings from meetings, questionnaires, other relevant projects and experiences and lessons-learnt from partners, e.g. GPML together with partners
• Organize at least three virtual regional stakeholder consultations to present the interim results and gather feedback together with partners
• Finalize report based on consultations together with partners

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in Solid Waste/Environmental Management, Environmental Sciences/Policies, or in a closely related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 7 years’ experience in municipal solid waste management/ policy development or a related field with extensive knowledge and experience in working with the informal sector is required. Excellent writing and communication skills, ability to analyze data and elaborate recommendations are required too. Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) is needed. Experience in the United Nations or other international development agencies, as well as with the political process of globally binding agreements is regarded as an asset.
Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Fluency in written and oral French or Spanish would be an asset. Working knowledge of other UN official languages is desirable.
