Cadre organisationnel

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The project position is located in Ecosystems Division, Nairobi duty station.

Under the supervision of the Coordinator and Head of Nairobi Convention Secretariat, the incumbent is responsible for the following duties:

Responsabilités

Governance Analysis:
• Participate in the formulation, organization and management of mandated aspects of ocean governance; development management and in the formulation of possible ocean governance, and development management strategies, policies and actions for adoption by individual countries and/or the international community under the WIOSAP and SAPPHIRE Projects.
• Participate in the identification of new or emerging ocean governance, administration and development management issues within the Western Indian Ocean from Land based sources and activities (WIOSAP) and Strategic Action Programme Policy Harmonization and Institutional Reforms (SAPPHIRE) projects.
• Propose, design and supervise substantive research, studies, and prepare and review reports, and publications relating to ocean governance issues in the WIOSAP and SAPPHIRE Projects.
• Prepare briefing notes and speeches for senior staff and make presentations on ocean governance, and development management related issues for specialist or non-specialist audiences.
• Propose, design and analyze key trends to continuously enrich the substantive work of the WIOSAP and SAPPHIRE Projects.
• Prepare materials for detailed annual work plans for policy and ocean governance related activities.
• Assist in drafting work plans for implementation of the policy and ocean governance related activities in the selected countries.
• Draft Memoranda of Understanding (MOUs) on policy and ocean governance activities with collaborating agencies.
• Review all policy and ocean governance related reports prepared and submitted to the Project Management Unit by consultants, national and regional institutions and provide feedback.
• Review all policy and ocean governance related reports prepared and submitted to the Project Management Unit by national and regional institutions, Non-governmental organizations (NGOs), Community based organizations (CBOs) and provide feedback. Intergovernmental support.
• Provides substantive support on ocean governance and development management to intergovernmental bodies partnering with the Nairobi Convention Secretariat in implementation of the WIOSAP and SAPPHIRE Projects.
• Prepare and finalize statements of members of the Bureau of the Contracting Parties to the Nairobi Convention on Administration , policy and ocean governance for meetings of the Bureau.
• Prepare and manage meetings of intergovernmental partners of the WIOSAP and SAPPHIRE Projects.·
• Represent the Nairobi Convention Secretariat at international, regional and national meetings on ocean governance, administration, policy and development management issues in relation to the two projects.

Technical Cooperation:
• Develop and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on ocean governance and development management issues and policies relating to the WIOSAP and SAPPHIRE Projects.
• Organize and coordinates cooperation among Member States on ocean governance and development management technical cooperation programmes.
• Participate in technical cooperation missions· Plan and oversee implementation, monitoring, and evaluation of the Projects' aspects of ocean governance, policy and development management· Design and undertake research and studies in support of WIOSAP and SAPPHIRE project implementation.
• Take a leading role in supervising the administration and technical support for seminars and workshops organized under the WIOSAP and SAPPHIRE projects.

Programme Support:
• Participate and provide direct support in the formulation of the medium-term plan, the programme of work and the budget of the WIOSAP and SAPPHIRE projects relevant to ocean governance, policy and development management.
• Attend to various policy, ocean governance and administrative matters concerning the WIOSAP and SAPPHIRE projects.·
• Maintain records and data related to the WIOSAP and SAPPHIRE projects within his/her responsibility.
• Facilitate publication of substantive reports and other materials resulting from policy and ocean governance related activities of the project.

Perform other related duties as required.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Formation

An advanced University degree (Masters or Equivalent) in the field of tropical ocean governance or Marine or Marine sciences/ Environmental Sciences, with demonstrated experience in Ocean governance or related area is required. A first-level University degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven (7) years of relevant progressive experience in organizations with mandate or relevancy to the marine and coastal environments or a related area is required.

Experience with integrated management of marine and coastal resources policy and governance at a senior level in the Western Indian Ocean region is desirable.

Experience in collecting, analyzing and synthesizing data from research and translating the same into policy at national and /or regional level in relation to natural resource management especially of the coastal and marine resources is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "confident" in two of the four areas.

This position is temporarily available for an initial period of nine (9) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
