Cadre organisationnel

The position is located within the UNODC Regional Office for Latin America and the Caribbean (ROPAN) in Panama City, Panama. Under the overall guidance of the Director of the Division for Operations and the Chief of the Border Management Branch, the Senior Programme Coordinator (SDCCPO) will be in charge of coordinating all segments of the project “Establishment of real-time operational communication between international airports” (AIRCOP).

Within delegated authority, the incumbent will be responsible for the following specific tasks:

• Oversee the work of staff, guide and coordinate the AIRCOP regional teams in all regions covered by AIRCOP, composed of Regional and sub-regional Coordinators, National Professional Officers (NPOs), Non-Staff Personnel, Consultants, United Nations Volunteers (UNVs), etc.

• Oversee the development, implementation and evaluation of the AIRCOP project; monitor and analyse the development and implementation of the project; Lead the preparation and dissemination of project work plans, budgets, terms of references and other related project documentation (e.g. programme/project progress, evaluation reports etc.); supervise the review of relevant documents and reports; identify problems and issues to be addressed and propose corrective actions and ensure follow-up actions.

• Provide highly specialized expertise and advice on technical, substantive and administrative issues regarding the AIRCOP project.

• Take the lead to formulate and develop activities in new strategic and thematic areas relevant to the project.

• Take the lead in liaising with the implementing partners (Interpol and the World Customs Organization (WCO)) to ensure the smooth implementation of the project, in particular with regard to their contribution in the daily activities implemented by AIRCOP.

• Take the lead in liaising with the UN Office on Counter-Terrorism (UNOCT) as part of the Countering Terrorist Travel Programme, under which AIRCOP is in charge of the operational pillar.

• Develop strong partnerships, undertake negotiations and consultations and liaise on substantive issues with relevant Member States, donors, international and regional organizations and institutions, entities, governments and representations, inter-governmental organizations, private sector, non-governmental organizations, and other stakeholders, to facilitate the delivery of UNDOC technical cooperation within the framework of AIRCOP, develop synergies, avoid duplication and overlapping of activities as well as promote and facilitate operational partnerships and collaborative undertakings; Oversee and lead the formulation and preparation of memoranda of understanding (MOU) with relevant regional and international partners authorities; review the implementation of such agreements.

• Lead, supervise and coordinate the preparation of reports for the Project Steering Committee as well as the organization of the meetings of the Committee.

• Take the lead in liaising closely at strategic level with the UNODC Regional Offices concerned, relevant Branches and Sections at the Headquarters in Vienna for all matters related to the project.

• In coordination with the AIRCOP Regional teams, liaise with the national authorities regarding the creation of Joint Airport Interdiction Task Forces at the international airports covered by the project; lead and/or participate in large and complex missions including assessment missions and conduct visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used.

• Liaise with donors and guide the fundraising activities of the AIRCOP project, including extra-budgetary voluntary contributions and building support for cost-sharing contributions from Governments and identifying other funding sources for UNODC projects and activities. Lead and participate in fund-raising missions as well as other fund-raising activities as required.

• Represent UNODC as high-level expert in regional or international technical working groups, inter-agency task forces, advocacy meetings, roundtables, workshops and other relevant meetings related to AIRCOP.

• Review technical reports and other relevant materials and ensure dissemination of good practices.

• Supervise the preparation of and review/approve, as necessary, various written outputs such as reports to governing bodies, background papers, correspondence with counterparts, reports, working documents, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies and summary reports.

• Monitor developments related to organized crime, illicit trafficking (of drugs, firearms, human beings and other illicit commodities) and terrorism (with special focus on high risk passengers and FTF) in the regions covered by the project.

• Oversee and direct the design, development and promotion of technical and training materials, tools and capacity building packages.

• Plan, lead and/or oversee the recruitment and integration of new staff members, consultants, interns, etc., taking into account geographical and gender balance as well as other organizational requirements and needs.

• Perform other work-related duties as required.

Has good knowledge and understanding of theories, concepts and approaches relevant to strategy development, project and staff management, fundraising, and law enforcement. An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field, is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of ten years of progressively responsible professional work experience, including experience at the international level, in project/programme planning, management and monitoring at the national or international level, is required.

Work experience in one or more of the following areas is required: governance, law enforcement, investigation, police, counter-terrorism, drug and/or crime prevention and control.

Work experience in counter-trafficking is desirable.

Work experience in a United Nations field office/mission is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French or Spanish is desirable. Working knowledge of Portuguese is desirable. Knowledge of another United Nations official language is an advantage.

• This project position is temporarily available for four months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
