Org. Setting and Reporting

This position is located in the Country Based Pooled Fund Section (CBPF Section) of the Pooled Fund Management Branch (PFMB), within the Humanitarian Financing and Resource Mobilization Division (HFRMD) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies and natural disasters. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors, in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The post of Senior Programme Officer (Oversight and Compliance) is based in New York. The incumbent reports to the CBPF Chief of Section and serves as the Head of the Oversight, Compliance Unit (OCU).

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties:

• Provides authoritative technical, policy and practice advice to senior management in OCHA and other agencies in the UN system, Member State officials, international and national organizations in relation to oversight and compliance of the global CBPF and CERF partner and project portfolio.
• Takes the lead and facilitates OCHA’s response to incidents of alleged or suspected misconduct, including referral to OIOS, commissioning of a forensic audit where appropriate, review of inquiry reports, and post inquiry follow up including settlement and closure.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and programme evaluation and presents information gathered from diverse sources and acts as CBPF Section focal person for reviews undertaken by UN oversight bodies including the UN Board of Auditors, OIOS, the Joint Inspection Unit (JIU), coordinating Section-wide engagement.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
• Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises preparation of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities
• Leads capacity building initiatives to improve pooled funds compliance systems and mechanisms. This includes ensuring compliance with OCHA’s Standard Operating Procedures for managing cases of fraud and misuse of funding, and cases of SEA, and clear delineation of responsibilities between the field and headquarters
• Coordinates activities related to compliance and oversight (audit management responses, progress reports, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Serves as an effective spokesperson on compliance issues and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
• Ensures effective utilization, supervision and development of staff; Guides, evaluates, and mentors staff
• May perform other duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, law, management, economics or a related fields is required. A first-level university degree (Bachelor’s) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration, or related area is required.

Experience in oversight and compliance of complex project portfolios, including project administration and management, monitoring and evaluation is required.

Experience in the design of policies and guidelines pertaining to humanitarian assistance is desirable.

A minimum of four (4) years of field experience in the last ten (10) years within the UN common System or comparable international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Special Notice

The duration of the assignment on the post of Senior Programme Officer (Oversight and Compliance) [post number 31044141] in the Country Based Pooled Fund Section of the Office for the Coordination of Humanitarian Affairs Office, New York, will be for an initial period of one year. If the assignment is subsequently extended, the total period of the assignment may not exceed the maximum period of four years.
