Result of Service

The ultimate result of the consultant's services is to ensure timely and successful implementation of the NDC Action project in Ghana by ensuring the critical coordination between and among, on one hand: the NDC Action project team in UNEP's Energy and Climate Branch, Copenhagen Climate Center, Climate Change Adaptation unit and Regional Office for Africa, the National Technical Partners recruited to deliver Technical assistance jointly with UNEP CCC, and other project implementation partners, and, on the other hand: the Environmental Protection Agency of Ghana, other line ministries and government agencies directly involved in the project, relevant development partners, private sector organizations, financial institutions, commercial banks, and/or climate funds.
The quality of the consultant's project coordination will be closely monitored through bi-weekly project team meetings that the National project Coordinator will organize and chair, and the delivery of Monthly Activity Reports with additional supporting evidence of his/her work attached, as relevant.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP and UNEP Copenhagen Climate Centre (UCCC) manages a global project entitled “NDC Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” to support countries’ Nationally-determined Contributions (NDCs) implementation in line with the global climate objectives set in the Paris Agreement.
“NDC Action” is implemented under the technical and political guidance of the Environmental Protection Agency (EPA) as the Lead Project Focal Government entity in Ghana. The EPA, in collaboration with the Ministry of Environment, Science, Technology and Innovation (MESTI), the National Development and Planning Commission (NDPC), and the other line ministries primarily responsible for the two sectors that will be prioritized to receive support under this project, as additional Project Focal Government entities. Further, the project engages organizations and stakeholders considered key for accelerating Ghana NDC implementation and supporting the creation of enabling environment for increasingly ambitious NDCs.
In order to implement the project activities on the ground in Ghana, the NDC Action Project seeks to support from a consultant to support in-country coordination with the government and relevant stakeholders.

Qualifications/special skills

Academic Qualifications: • A master’s degree or equivalent in public administration, development, natural resource management, the environment or a science, or socio-economic related field.
Experience: • At least 5 years of experience in areas of work related to climate change policy development and analysis and institutional assessment and capacity building in relation to climate change mitigation and adaptation. .
• Experience working with the Government of Ghana is an asset.
• Experience in program development and implementation is an asset.
• Experience in climate finance and/or private sector involved in climate related activities is an asset.
• Experience in clean energy and agricultural sectors is an asset.
• Excellent skills and experience in stakeholder engagement and facilitation.
• Professional experience of working with United Nations’ projects and/or similar projects would be an added advantage.
• Ability to work under pressure, with short lead times.
Language: • Excellent communication skills in written and spoken English.
